Ghatkopar railway station to soon to be integrated with metro station

Finally, the Ghatkopar railway station can be integrated with Ghatkopar metro station as the land row between the Central Railway and the Mumbai Metropolitan Region Development Authority (MMRDA) is on a verge of getting resolved.

The integration of both the stations will be done by linking them with a skywalk on the western side of Ghatkopar railway station. The first metro rail of Mumbai stretching 11.4 km will connect Versova with Ghatkopar via Andheri railway station.

"After a meeting with the general manager of Central Railway, the land issue is seen to be getting resolved. We will be paying a certain amount to the railway for the construction work," said UPS Madan, metropolitan commissioner, MMRDA. The railway authorities have issued a bill of Rs18 crore that still needs to be paid.

Last month dna had reported how station integration had been delayed due to problems between the development authority and the railway. Around 1,200 square metres of the land has been used by the Mumbai Metro One Private Limited (MMOPL)-- consortium comprising of MMRDA, Reliance Infrastructure and Veolia, to erect the metro station building.

It is only earlier this year, the railway officials realised that the road (land) parallel to the railway on the western side is owned by them. This resulted in Ghatkopar skywalk not being connected with the already prepared metro station. As a result, the commuters would have faced a lot of hardship by walking of the foot overbridge only to climb stairs of the metro station and vice-a-versa.

The MMRDA has now approached their counterparts asking for the premium amount, once the amount is paid, the station integration can be carried out.

On the other hand, the MMOPL authorities are waiting for speed, oscillation and brake test certificate from the Research Design and Standards Organisation. Those test were completed by February 12, after testing the systems for 11 days. The reports are likely to be ready by this week.

Thereafter, commissioner for metro rail safety will initiate their round of safety tests and will submit their report.

Delhi Metro Sets Stage for Large-Scale Carbon Finance in Transportation

The Delhi Metro Rail Corporation (DMRC) has become the first metro and railway system in the world to be registered with The Gold Standard Foundation, serving as a proof of concept for transport systems in developing countries to finance low carbon development.

Delhi Metro’s project, “Energy Efficiency measures in DMRC Phase II stations” was registered with The Gold Standard Foundation based on energy efficiency measures undertaken in 51 station buildings. These measures reside primarily in heating, venting and air conditioning systems, high efficiency lighting, the implementation of sun film, and other energy efficient operating strategies. The result is a tremendous reduction in electrical energy consumption and at least a 25% reduction in CO2 emissions.

Beyond lowering carbon emissions, the project activity is expected to contribute toward India’s Millennium Development Goals. For example, lower energy requirements are designed to reduce thermal air and water pollution and mercury-free lighting is used for healthier soil and better air quality.

Carbon revenues from the project activity will also be directed toward improving the livelihoods of poorer communities. Fixed mandates commit revenue for sustainable development activities in Delhi, including a dormitory, classroom, and playground for homeless children in Tis Hazari, Delhi, a scheme for easy movement of cycle rickshaws from and to metro stations and a shelter for the homeless elderly.

Further benefits toward environmental sustainability are expected to reduce power cuts and fluctuations and provide local employment during installation and ongoing maintenance.

The use of similar energy efficient technologies in future phases of Delhi Metro construction and in upcoming metros in India signals an important technology transfer within the nation and throughout the world.

“The Gold Standard framework has been successfully used in one of the biggest metro systems in India for low carbon development,” says Adrian Rimmer, CEO of The Gold Standard Foundation. “To date, the transportation sector has not been able to adequately access carbon finance either through voluntary or compliance markets. This approval paves the way for other transport systems—not just in developing nations—but also in the developed world to use carbon finance for low carbon development through Gold Standard Certification.”

The Gold Standard Foundation’s Abhishek Goyal, Technical Director for Energy, continues, “We already have a robust framework for certification of outcomes, including greenhouse gas reductions and additional co-benefits at the project level. This is part of our work to develop frameworks for entire sectors like transportation, which would mobilise finance on a much larger scale.”

Delhi Metro is currently working to register additional projects with The Gold Standard.

ALI set for P6.8B Bulacan development: Ayala property unit shifts focus to Northern Luzon



Property giant Ayala Land Inc. has turned its attention north of Metro Manila as it plans to invest P6.8 billion over the next five years to develop Altaraza, a 98-hectare project in San Jose Del Monte, Bulacan.

“We feel that Altaraza will be a very important piece of property because it is at the crossroads of very important infrastructure projects that the government is putting up,” ALI president Antonino Aquino on Wednesday said during a briefing.

Aquino is referring to the Mass Rapid Transit System Line 7 (MRT 7), a public-private partnership project that will run from SM City North Edsa Annex in Quezon City to San Jose Del Monte, Bulacan, and link up with both LRT 1 and MRT 3.

The main depot of MRT 7 will be located within the Altaraza development, Aquino said, allowing residents access to an intermodal transportation system alongside a number of key roads to be built in the area.

Although Ayala Land has claimed dominance over valuable tracts in Makati, Bonifacio Global City, Alabang and southern Luzon, the company has since changed tack and is looking to expand to new areas, particularly northern Luzon, Aquino said.

The group has now broken ground for two residential projects in the area—one under the Avida brand and another under Amaia—as well as for the 130-room QualiMed Hospital, a joint venture with the Mercado group.




Edwin Mercado, president of Mercado General Hospital, saw a good market for the new hospital, citing the big population base and the limited capabilities of existing healthcare facilities in the area.

He said the new facility—the third to be built under the partnership with Ayala Land—could be completed by the fourth quarter of next year.

A total of 50 commercial lots are also expected to boost business and economic activity in the area. The complex will also feature a 7,800-square-meter retail development—Central Plaza—and a five-hectare “Rain Garden” that will function as a water detention pond set against the picturesque Sierra Madre mountain range.

Commercial lots under the first phase were sold for P28,000, or at a good premium to zonal value. These lots will be turned over to buyers by the first quarter of next year.

Colegio San Agustin is also set to construct a 20-hectare campus offering primary to tertiary education within the complex. There will also be a church and a sports stadium.

Avida Settings Altaraza, the first house and lot residential subdivision in Altaraza, is developing 12 hectares and offering over 400 units. A 200-square-meter lot costs about P2.6 million while house-and-lot units range from P4.6 to P5.2 million, said company president Chris Maglanoc.

Amaia Steps Altaraza, on the other hand, is the first condominium residential project in the area. It will put up six towers—each with eight or nine stories—on a 1.9-hectare lot and offer about 1,400 units each measuring 23, 30, 40 or 45 square meters priced at around P60,000 per square meter, said Amaia Land president Ricky Celis.

German Moreno realizes ‘Walk of Fame’ dream

Anton Broas is a man of many achievements.

He was the overall stage director of the first Miss Beauche International finals held last December at Solaire Resorts and Casino.

Anton was in talk recently with the entertainment press to direct one of its two special events for the Golden Screen awards.

More, Anton owns several branches/ kiosks of Beauche International.

Beauche International has over a hundred branches nationwide. It recently opened its first branch in Madrid, Spain.

A registered nurse, it’s not surprising that Anton would team up with Dr. Roger Polo Tong-An, the founder and president of St. Louis Review Center (SLRC). Dr. Tong-An is also the current and newly elected president of the Philippine Nurses Association.

Anton owns five of the 28 SLRC branches, mostly in Luzon. He plans to add more.

Last week, SLRC had cause to celebrate as 11 of the Top 10 topnotchers (with multiple ties) for Licensure Examination for Teachers held last Jan. 26 were review students from SLRC.

Federal Land to complete master plan for northern part of Fort Bonifacio

Federal Land, Inc. tapped global design firm Hellmuth, Obata & Kassabaum, Inc. (HOK) International Ltd. to complete a master plan to develop the northern part of the Bonifacio Global City in Fort Bonifacio.

In a statement, Federal Land President Alfred Ty said the master plan covering 25 hectares in North Bonifacio is expected to be completed in 15 weeks. It will consist of a 10.4-hectare property owned by the country’s largest lender Metropolitan Bank & Trust Company (Metrobank) and two lots totaling 15.3 hectares of state-owned Bases Conversion and Development Authority (BCDA).

"We are confident that this project will maximize the values of both Metrobank and BCDA properties and ensure the development in North Bonifacio will be aligned with the redesigned concept of the Bonifacio Global City," he added.

Engaging HOK is part of the joint venture between George S.K. Ty-led bank and the BCDA.

Once the master plan is crafted, the BCDA can start the bidding process for its 15.3-hectare properties.

LRT Line 1 Refurbished Rolling Stock Project

Project Description

A refurbished BN ACEC 1st Generation LRV and Kinki Sharyo and Nippon Sharyo 3rd Generation LRV features an Active Route Map and the STARiS version 2.0 features real-time multi-purpose displays that feature landmarks in the vicinity of a station when the train arrives at a station. Animated advertisements, including local commercials and movie trailers, will also be available.

The 4-car BN ACEC 1st Generation LRV and Kinki Sharyo and Nippon Sharyo 3rd Generation LRV stainless steel trains feature electrically operated automatic sliding doors, larger gangway, air-conditioning, dedicated space for passengers with reduced mobility, route map in English & Traditional Chinese, LED display, and announcement for passenger information, and luggage racks. They will be equipped with a regenerative braking system ensuring significant energy savings. These cars, although similar to their counterparts running on the LRT-1, they feature LCD showing the station number and station name in each car.

The trains underwent a four-year mid-life refurbishment program, which was completed on 2 January 2016.

Collusion, unfair practice behind transfer of common station project from SM to Trinoma?

Kabataan Partylist Rep. Terry Ridon has called on Congress to review the changes made by the Department of Transportation and Communications (DOTC) to the MRT-LRT Common Station project, primarily the transfer from the original SM City North EDSA project site to Trinoma Mall.

“The unwarranted and arbitrary transfer of the project location for the proposed common station that would connect MRT3, LRT1 and the proposed MRT7 train lines is highly suspicious. Collusion and unfair practice may have been committed to push for the said change,” said Ridon, who is a member of the House Committee on Transportation.

In House Resolution No. 961 that Ridon filed this afternoon, the youth legislator asked the Committee on Transportation and the Committee on Good Government and Public Accountability “acting either jointly or separately, to conduct an inquiry, in aid of legislation, on the possible issues of collusion and/or unfair practice committed by government officials and business entities involved in the transfer of the LRT Line 1 North Extension Program–Common Station Project from the originally proposed SM City North EDSA location to the currently proposed Trinoma Mall location.”

“DOTC has not provided any compelling reason to revise the specifications of a project that has already been approved five years ago, back in 2009…It changed the specifications of the Common Station project without the benefit of public scrutiny,” Ridon said in HR 961.

Arbitrary changes

The Common Station project was first finalized during the time of former President Gloria Macapagal Arroyo.

Under the project specifications approved by the National Economic and Development Authority (NEDA) Board back in July 7, 2009, it was envisioned that the existing LRT1 and MRT3 rails be partially extended and connected to the proposed SM City North EDSA station of the MRT7, a planned 23-kilometer train line from EDSA to San Jose del Monte Bulacan.

Under such design, there would only be one central terminal located in SM North EDSA for the three train lines.

However, when President Benigno Aquino III came to power in 2010, the project was stalled indefinitely. Then DOTC Secretary Manuel Roxas II ordered a review of the project, and the agency proceeded to change certain project specifications. Because of political issues, the project was stalled indefinitely due to the arrest and detention of former Philippine President Gloria Macapagal-Arroyo from a controversy in November 2011, the impeachment trial of former Philippine Supreme Court Chief Justice Renato Corona in January 2012 and questioning funds from the mall operator.

On May 2013, the DOTC – under the helm of current Secretary Joseph Emilio Abaya – announced the possibility of transferring the location of Common Station project from SM City North EDSA to Trinoma Mall, which is owned and operated by Ayala Corporation.

DOTC explained that the government stands to save up to P1 billion if the common station is built in Trinoma rather than SM City North EDSA. Sec. Abaya also explained that constructing the common station at SM City North EDSA would result to “urban blight.”

By November 2013, the DOTC announced that it has endorsed to the NEDA Board the “construction of head-to-head platforms for LRT1 and MRT3 at Trinoma with 147.5 meters elevated walkalator to MRT7 at North Avenue station.”

Subsequently, on November 25, the NEDA Board chaired by President Aquino approved the revised project with a budget of P1.4 billion. DOTC expects the bidding for the project to commence within the first half of the year.

‘Erroneous estimate’

“DOTC may have erroneously estimated the P1-billion savings resulting from the transfer of the Common Station project location to Trinoma Mall, as the agency is comparing two projects with different specifications,” Ridon explained in HR 961.

The original project involved the building of a common station for three train lines, while the current project involves just the construction of an LRT1 station parallel to the existing MRT3 North Avenue Station and a walkalator to connect the two stations to the proposed MRT7 station in SM North EDSA, Ridon explained.

“It’s wrong to compare the cost of two starkly different infrastructure projects,” he pointed out.

“DOTC’s current project design for the MRT-LRT common station also defeats the purpose of the project, which is to provide for easy passenger transfer between the train lines. The current design in fact cannot be considered a common station as it only involves building infrastructure to connect three separate terminals,” the legislator explained.

Unfair practice?

Ridon said that the sudden and unwarranted change of location and specifications for the Common Station project “may have been the result of collusion and unfair practice.”

“The DOTC along with the NEDA Board chaired by President Aquino, might have given Ayala Corporation and other business entities involved in the project unwarranted benefits, advantages or preference, in opting to change the location and specifications of the Common Station project from SM City North EDSA to Trinoma Mall,” Ridon explained.

“The common station project in its current form might prove to be a disadvantageous deal that compromises the welfare of the riding public. Congress should thus investigate the deal even before DOTC opens the bidding process,” he ended.

Pier number 322 is robbing the night’s sleep of residents of Jal Vayu Vihar, in LB Block, at the southwestern extremity of Sector III. The pier, one of the many that are coming up for the New Garia-airport Metro extension project, is supposed to come up at the entrance of the housing complex, at the Chingrihata end of the concrete road that runs parallel to the Eastern Drainage Canal.
The 32km Metro route runs along EM Bypass, enters Salt Lake from Chingrihata along the canal and proceeds towards New Town to reach the airport.

The bigger worry for the 282 families is that the overhead Metro viaduct would extend over the society’s office and run very close to the residential buildings, which might experience vibration damage during the construction.

When service on the route starts, residents fear that vibration and sound would become a constant hazard as the trains would run close to the buildings, jeopardising their peace and tranquillity.

Bolt from blue

It all started with a letter dated October 2, 2013, addressed to the chairman of Jal Vayu Vihar Co-operative Housing Society from the project manager of Gammon India, the executing body appointed by Rail Vikas Nigam for the Nicco Park-VIP Bazar stretch. It mentioned that the boundary wall of and the footpath flanking the housing society were coming in the way of a pier.

The letter, signed by project manager Uttam Kumar, sought permission to dig trenches to identify the underground utilities. Both “the footpath and boundary needs (sic) to be temporarily removed for trenching work”, the letter said. It also informed that “a temporary building, as shown in the enclosed drawing, will be partially affected during construction of piling foundation of work”.

“The letter was hand-delivered to us by a representative of Gammon India on October 9, along with a drawing of the plan,” says Commander (retd) Ajoy Roy, who was then the secretary of Jal Vayu Vihar Co-operative Society.

The information left the residents, most of them senior citizens retired from the defence forces, “in utter shock”.

“We are not against development work. But a pillar right at the entrance of our main gate will make life miserable for us. The gate is the only point through which vehicles can enter the complex. The other gate we have is on the Bypass and is so narrow that only pedestrians can use it. If our main gate is blocked it would become impossible for us to drive in and out of our complex,” said Roy.

Commodore (retd) Surjya Kumar Chanda, who owns a Wagon R, added: “The stretch of the road opening towards the Bypass would get partially blocked for us as the pillar would come up to the right of our main gate. If a fire breaks out there would be no space for a fire tender to enter our complex,” said Chanda.

The residents acted fast. A meeting was convened inviting all the members of the housing complex, after which a letter, dated October 17, was shot off to Rail Vikas Nigam citing the problems that would crop up if the location of the pier remained unchanged.

“The Gammon representatives sympathised with us. But since they are an executing body, it can hardly do anything to resolve the issue,” said Debasish Palit, a former air force personnel.

The pier is supposed to come up where the kitchen of the complex’s auditorium is located (marked on the Gammon plan as a “temporary building”), located next to the main gate and the guard room. The letter stated that there was no other space to shift these facilities.

Other than the other bigger problems, the letter also pointed to possible disruption of underground supply lines and the large number of trees that would be felled along the concrete road to make space for the viaduct construction. “We have requested them to reassess the alignment of the track so that it is at a safe distance from our complex,” said Roy.

Officialspeak

A senior official of Rail Vikas Nigam, when contacted by The Telegraph Salt Lake, said the matter had been sent to the Rail India Technical and Economic Service (RITES) for re-examination. “An initial discussion has taken place with RITES. The Sukantanagar side (the opposite side of the road) had been considered and rejected for the laying of the route as it was affecting more people. It would take some more time before any decision is taken,” he said. Meanwhile, the residents are keeping their fingers crossed.

Metro, mono rail projects stuck owing to model code

Chennai, India, 13th March 2014: Road infrastructure projects in the state have been delayed and the enforcement of model code of conduct is going to add more days to them. Several projects have been put on hold for at least three months, till the elections finish by the end of May. According to the code, no new project or scheme can be announced and all pending tender processes must be frozen till the elections are done.

The worst affected perhaps is chief minister J Jayalalithaa's pet project, monorail for Chennai. The state transport corporation envisioned completing it by March 2017. The due date for receiving applications from potential bidders was March 3, the corporation planned to sell bid documents to shortlisted companies on April 2 and open bids for scrutiny on May 5. They have no explanation for how they planned the project in the midst of elections. An official said, "The opening of bids may not happen till the model code of conduct is lifted."

Chennai metro rail's first phase, stuck owing to termination of a contract for construction of 10 stations, is another cause for concern. Completion of seven stations is crucial for inauguration of the first phase between Koyambedu and Alandur by the end of the year. So far, an alternative contractor has not been identified. Officials claim they may get special permission from the Election Commission to finalise the contract."The model code of conduct may not affect us because tenders have been floated. We can take permission from EC and award the contract," said an official.

Work on two grade separators at Red Hills and Tambaram will be held up owing to delay in finalising bids. "We called for tenders for a fourlane grade separator at Red Hills-Kolathur junction on February 28," said an official.
The highways' plan to widen GST Road between Tambaram and Irumbaliyur —a distance of 1km—is also stuck. Last year, the government had sanctioned Rs 43 crore for the work. "Initially we had planned to open the tenders by end of March. Now, we will have to wait," said another official.

The major urban center in southern Metro Manila is launching its new name, Filinvest City, with a new vibrant logo amid a bullish development blitz. Top officials of the 244-hectare satellite city’s developer, Filinvest Alabang Inc. (FAI), will lead the launching ceremony Thursday at the Filinvest Tent, the newest and biggest events venue south of Metro Manila.

“We take pride in what we have put in place so far and would like everyone to know about it in a big way,” said Catherine Ilagan, executive vice president of the property’s developer, Filinvest Alabang Inc.

Magallanes Interchange - Repair, Strengthening, Asphalt Overlay

PROJECT DESCRIPTION
  • Asphalt overlay of the third level flyover (along EDSA) and a second level interchange from abutment to abutment (to be divided by into five (5) stages which will be implemented one (1) stage at a time
  • Removal and replacement of damaged expansion dam
  • Strengthening/retrofitting of the deckslab (soffit) of the second level interchange and the inner lane of the third-level flyover (Pasay-bound)
