PBBM urged to be full-term Agri chief

By Stephanie Sevillano

President Ferdinand “Bongbong” Marcos, should continue to be the concurrent agriculture chief until the end of his term, the Samahang Industriya ng Agrikultura (SINAG) said on Wednesday.

In an interview with PTV’s Rise and Shine Pilipinas, SINAG President Rosendo So believes this is the best way to streamline agricultural resolve against the global food crisis.

“Mungkahi namin na buong term niya siya ang concurrent secretary ng Department of Agriculture (DA), in which nakikita natin, mas mabilis ang action, kung ang presidente ang concurrent secretary dahil kung ano mang problema, pwedeng i-coordinate to other agencies,” he said.

(We recommend that he stays as the concurrent secretary of the DA for his entire term. Action will be swifter if the president will be the concurrent secretary because whatever may be the problem, he can easily coordinate it with other agencies.)

He said this setup would foster “better communication” between the executive department and the private sector.

So added they agree with Marcos’ goal to increase food production in the country and decrease importation in the government's long-term plan.

On Tuesday, Marcos said the country is also carrying “imported inflation” which makes it harder for the community to bear increased commodity prices.

He said the prime target, for now, is to increase the production of rice and corn and ensure the affordability of foods in the local market.

“I’m sure you are all aware of what’s happening around the world. You have all seen the effects of increasing food prices for all consumers everywhere. This is what we are anticipating, could happen if we’re not prepared, many of the elements, and many of the variables that have caused this food price crisis, there is enough food, but the price is too high, and the food price crisis, many of the elements, if not all, have been variables that over which we have no control. But nonetheless, we still have to feed our people, and so we still have to find strategies to make sure that those who are in need are supported by the government, as best as we can do,” Marcos said.

Fertilizer subsidy

Increased food prices are attributed to the increased cost of production. For instance, the price of fertilizer has already tripled.

SINAG said Marcos’ team must also subsidize farmers’ fertilizer and eventually ensure a stabilized food price.

“Yung immediate, dahil nagtatanim na ‘yung ating magsasaka and we need fertilizer subsidy para at least ito is para lumaki ang production, dahil ‘yung cost of fertilizer, tumaas e, ‘yung world market price,” he said.

(An immediate subsidy, because our farmers are already starting to plant, and we need the fertilizer subsidy for this to at least increase [their] production, because the cost of fertilizer has increased, the world market price.)

Marcos, meanwhile, said his team is planning on “rebuilding the value chain, from the research and development up to retail” for the DA’s long-term plan.

DOTr chief names Vera Cruz as LTO officer-in-charge

By Raymond Carl Dela Cruz

Transportation Secretary Jaime Bautista on Wednesday designated Romeo Vera Cruz as officer-in-charge (OIC) of the Land Transportation Office (LTO).

Prior to his designation, Vera Cruz has been serving as the agency's executive director.

In a statement, the Department of Transportation (DOTr) said Vera Cruz, as part of his duties as the LTO OIC, will “perform and discharge the functions and responsibilities” of his office until July 31 or until a replacement has been appointed or designated.

“In appointing ED Vera Cruz, Secretary Bautista issued Special Order No. 2022-130 dated 01 July 2022 pursuant to the Office of the President’s Memorandum Circular No. 1 through Executive Secretary Victor D. Rodriguez,” the DOTr said.

As OIC, it said Vera Cruz is authorized to act on “administrative and day-to-day functions” of the LTO.

Solon backs holding barangay, SK polls in May 2023

By Filane Mikee Cervantes

Quezon City Representative Ralph Tulfo on Wednesday backed the proposal to postpone the Barangay and Sangguniang Kabataan Elections (BSKE) scheduled on December 5, 2022, as it would give the government "ample time" to prepare after the 2022 national and local elections were just held in May.

Quezon City Rep. Ralph Tulfo said holding the BSKE in May 2023 instead would be both an "affirmation and a reward" for the "faithfulness and service" of barangay and SK leaders to their constituents.

"Palagay ko po ay tamang timpla na ang May 8, 2023 bilang bagong petsa ng halalan para sa Barangay at SK – hindi masyadong malapit, hindi rin masyadong malayo (I think May 8, 2023 is the perfect fit for the new date of the Barangay and SK elections--not too soon and not too far)," Tulfo said.

Tulfo said postponing these elections for too long would not be fair to those officials who served the people well, especially during these pandemic years.

He said barangay and SK leaders are the first line of public service most Filipinos experience on a daily basis, stressing that it is crucial that their mandates are renewed often to make sure "the local leaders continue to have the consent of the governed".

He said bad governance should not be allowed to persist, especially in those barangays whose leaders have failed their constituents.

"Postponing the Barangay and SK Elections to May 6, 2024, as has been suggested by some would-be prolonged agony and suffering to those citizens who have not been served well and competently by their local leaders. Wag naman pong masyadong matagal, ituloy na po natin ang eleksyon sa May 2023 (Let's not delay it too much. Let's hold the elections in May 2023)," he said.

Cebu City Rep. Rachel del Mar has filed a bill proposing to move the BSKE to December 4, 2023, saying that conducting the BSKE this year would add to the "present division" of the electorate.

MRT-3 vows to improve services

By Raymond Carl Dela Cruz

The Metro Rail Transit Line 3 (MRT-3) on Wednesday vowed to improve its services following the surprise inspection of Transportation Sec. Jaime Bautista.

“We assure [Bautista] that the MRT-3 will continuously work on the areas for improvement that he has identified to better serve the needs of all our passengers,” the MRT-3 said in a statement.

Following the inspection, Bautista reported his observations and recommendations.

Among others, he said the MRT-3 has clean restrooms and ample water supply but also needed upgrades such as platform seats for the elderly, persons with disabilities, and pregnant women, and other improvements in safety and efficiency.

On Monday, Bautista took a trip at the MRT-3 from GMA Kamuning Station to Taft Avenue Station incognito and without the usual entourage on Monday to inspect the rail line and interact with its passengers.

He said passengers expressed their desire to continue riding the MRT-3 despite the end of its free ride program, noting that the “discomfort” of long lines was offset by a “fast and comfortable ride.”

Bautista also reported his surprise inspection of the MRT-3 during the first Cabinet meeting of President Ferdinand “Bongbong” Marcos Jr.

“The MRT-3 management, on behalf of all the hardworking employees of the rail line, affirms its commitment to Sec. Bautista's vision of a safe, affordable, accessible, and comfortable public transportation,” the MRT-3 said.
