Tugade sees completion of MRT-7 project by late 2019

DEPARTMENT of Transportation (DoTr) Secretary Arthur P. Tugade said the Metro Rail Transit (MRT)-7 project, which will connect North Avenue in Quezon City to San Jose del Monte City, Bulacan, will be completed by the last quarter of 2019.

“We will finish this within the term of President Rodrigo R. Duterte. We have the contractors here, our friends from Korea. They will finish this in two years, last quarter of 2019, they promised me a while ago,” Tugade said, speaking in Filipino, during a briefing accompanying his inspection of the MRT-7 Quezon Memorial Circle Station.

Tugade also said he asked San Miguel Corp. (SMC), the project proponent, for an even earlier completion date, the second quarter of 2019, which the company will try to achieve on a “best efforts” basis.

The MRT-7 project has three components: a 22-kilometer rail transit system with 14 stations; a six-lane highway between the North Luzon Expressway (NLEx) and the Intermodal Transportation Terminal (ITT); and the ITT that can accommodate 200 buses at a time.

The MRT-7 project is a public-private partnership project, with SMC as the government’s private partner, and the Hyundai Rotem-EEI consortium as engineering, procurement and construction contractor.

Upon completion of the project, the MRT-7 line will accommodate an estimated 420,000 passengers daily.

Tugade also asked for patience from the public, saying that traffic build-up along Doña Carmen and Regalado Streets in Quezon City will be alleviated by December, which is when SMC aims to complete building of columns in the areas.

The transport secretary also told reporters that the first train set for the rail system will arrive by February 2018, and that all train sets should have arrived by January 2019.

With regard to problems that may be encountered in terms of right of way, Tugade said that the National Housing Authority has 6,000 housing units with utilities, located in Bulacan and Rizal, available for those who will be affected by the construction of the project, and that the Department of Budget and Management has allocated funding for relocation.

Senator JV Ejercito on Thursday said he is expecting that there will be no more delays in the construction and completion of the new MRT-7 railway project, which will connect Quezon City to Bulacan.

“One of the culprits as to why we are in this transportation crisis is due to the low infrastructure spending in recent years. In the past, we only spent 2% of the GDP (Gross Domestic Product) for infrastructure. But now as announced by DBM Secretary Benjamin Diokno, we will be spending 5% for this year, and in the coming years, we will be spending 6 to 7%. This is a very good sign for big ticket projects ahead, and that is why I am very expectant that there will be no longer any delays for the MRT-7 project,” Ejercito said during a Build, Build, Build (BBB) program at the Quezon Memorial Circle on Thursday.

Ejercito is the vice chairman of the Senate committee for Public Services and Public Works.

With at least 20,000 to 30,000 new cars added on the road every month, Ejercito said the public may “expect things to get worse before it gets better.”

The senator asked the public to understand and bear with the inconvenience that the railway project will bring.

“The more important thing is that we have started to build the railways,” he said.

“Sa katunayan, hindi na po makapag-antay yung bulldozer, panay na ang trabaho (In fact, the bulldozer can’t wait any longer, it now works overtime) . And that is a good sign that this will really go on without any more delays,” Ejercito added.

The senator emphasized that projects such as the MRT-7 would not only reduce traffic congestion but would also improve the quality of life in Metro Manila.

“I think this is the battle cry for Metro Manila,” he added.

Expected to be finished by 2020, the 22-kilometer elevated railway will have 14 stations from North Edsa (connected to MRT 3) to San Jose del Monte, Bulacan. JPV/rga

Metro Pacific unit to start NLEx-SLEx link in fourth quarter

NLEX Corp., a unit of the Metro Pacific Group, said it expects to start the construction of a multibillion-peso toll road linking the North Luzon Expressway and South Luzon Expressway by the fourth quarter this year.

NLEX president Rodrigo Franco said the company had completed the engineering design of the NLEx-SLEx Connector Road and the government began acquiring right-of-way for the project.

“We need the right-of-way to start the project, maybe fourth quarter,” Franco said.

NLEX would invest P15.74 billion on the NLEx-SLEx project, while the government would spend P7.46 billion for right-of-way acquisition.

The project is expected to be completed in two to three years, depending on the availability of right-of-way.

The project involves the construction of an eight-kilometer, four-lane toll road linking the two expressways through Metro Manila and using the existing Philippine National Railway alignment as its route.

Citra Metro Manila Tollways Corp., which is separately constructing the P26.7-billion Skyway Stage 3 Project, will build a five-kilometer common alignment from Polytechnic University of the Philippines in Sta. Mesa, Manila to Buendia in Makati City of the NLEx-SLEx project.

MPCALA Holdings, another unit of MPIC’s Metro Pacific Tollroads Corp., is also constructing the P35-billon Cavite Laguna Expressway, a four-lane, 47-kilometer closed-system toll expressway connecting Cavitex and South Luzon Expressway.

The expressway will start from Cavitex in Kawit, Cavite and end at the SLEx-Mamplasan Interchange in Biñan, Laguna.

The project will have eight interchanges and one main toll barrier.
