The Metro Manila Development Authority on Monday said it would add security measures for a safer and more peaceful grand massive miracle crusade this year.
The Grand Massive Miracle Crusade Weekend for the celebration of the feast of Santo Niño de Cebú, and is slated for January 18-20, Saturday-Monday.
MMDA Assistant Secretary Celine Pialago, also its spokesperson, said the traffic authority would put up concrete barriers, barbed wire and containers vans in parts of the procession route so devotees will not stray from the route.
Pialago said the MMDA, in coordination with the Philippine National Police and the Department of Public Works and Highways, will also help place orange barriers in Quirino Grandstand where the pahalik or the practice of kissing the image of the Santo Niño de Cebú would be held on Saturday.
"This time, these containers would be placed to the routes that are not part of the original routes," Pialago said in an interview with CNN Philippines.
The MMDA official said since there are several devotees they would also place concrete barriers on these container vans that are 20-feet-high.
Meanwhile, the crowd would pass through Quezon, Ayala, Jones and McArthur Bridges. Pialago said the PNP would add barbed wires on the bridge to keep devotees from jumping off the bridge.

17-K strong inter-agency task force to ensure security, safety of devotees at ‘Traslacion’

At least 17,000 personnel from an inter-agency task force who will be deployed for the “grand massive miracle crusade” religious festival on Jan. 18 to 20 have vowed to strictly implement the event guidelines to ensure safety, cleanliness, and orderliness during the procession.
National Capital Region Police (NCRPO) chief Brig. Gen. Debold Sinas announced in a press conference at Quiapo Church on Monday that 13,572 police personnel will man the route of the procession, which will start at Quirino Grandstand around 5:30 a.m.
Of the number, 2,144, including officers from the special action force (SAF) unit, will be positioned.
The “wall” is to prevent devotees from climbing up the front and sides of the carriage and causing inordinate delay to the procession. Devotees will, however, be allowed to touch the carriage from the back.
In addition, some 3,000 members of the military, Bureau of Fire Protection (BFP), Bureau of Jail Management and Penology (BJMP), and Philippine Coast Guard (PCG) will work together to ensure the safety and security of the devotees.
Meanwhile, from Jan. 17 to 19, at least 30,000 Metropolitan Manila Development Authority (MMDA) personnel will be tasked to maintain the cleanliness of the route.
“On those days, we will implement a ‘no absent, no day off’ policy for our personnel. They will be on standby. Once the passes [their area], they will immediately clean the area as we don’t want the garbage to pile up,” MMDA spokesperson Celine Pialago said.
Pialago also said they will prepare four ambulances and various emergency vehicles to complement the 20 medical teams of the Department of Health (DOH) to provide medical and emergency assistance to devotees.
On Jan. 18, the MMDA and the local government of Manila will not also allow vehicles, including that of media, along the route of the procession. Vehicles caught parking on prohibited roads will be towed, both Pialago and Manila Mayor Francisco “Isko Moreno” Domagoso warned.
“All those vehicles found within the area will be considered as donations. We will implement towing,” Moreno said.
The city mayor added that “vendors and all kinds of obstructions will not also be allowed,” saying the local government has already started prohibiting vendors from selling in various areas of the city including Quiapo.
Sinas said to prevent devotees from climbing elevated areas and jumping into the crowd, the beams of Jones, Quezon, Ayala Bridges will be covered with barbed wire, while overpasses will be cordoned off by police.
Meanwhile, for those who try to break the “andas wall,” Sinas warned that the police will “get them off. We will try our best not to break the “andas wall.””
Sinas also said people who violate the guidelines set by authorities might be collared and detained in the mobile jails.

Expect many more people than last year to join 2020 Grand Massive Miracle Crusade, priest says

Hordes of people, many more than last year, are expected to attend the Weekend Feast of the Santo Niño de Cebú which is highlighted by the annual “grand massive miracle crusade” of the image on Jan. 19.
Father Douglas Badong, parochial vicar of Quiapo Church, said they expect there will be more people because the image is expected to return to the church on a Friday which is considered Quiapo Day, a day when many people hear mass at the church.
“That’s what we are preparing for, because if the mass is ongoing and the image returns on a Friday, we have to think of the people inside since these are usually the elderly,” he said.
But Badong said they are not after the number, rather they are after having more real devotees. “We want the real devotees to increase, not the so called fanatics.”
Church officials also expect a faster procession this year due to the slight change in route.
“If based on route it will be faster…but it still depends on the attitude of the “mamamasan” (devotees carrying the statue plinth) and if they will cooperate,” said Badong.
“I’m praying. Let’s see if this new approach will succeed or not. We leave it to the Nazareno, but we will try,” Quiapo Church rector Monsignor Hernando Coronel said.
The priest was referring to the more than 3,000 police who will surround the “andas” or carriage of the image during the procession for a faster “grand massive miracle crusade.”
Coronel will also join the police in forming the “andas” wall up to a certain point.
The formation will be similar to that of the Thanksgiving procession held last Dec. 31, although Badong has said the devotees will not be prevented from touching the image from the back.
Coronel also expressed hope that the procession will be more solemn and orderly. “Let the Annual Grand Massive Miracle Crusade 2020 be a solemn occasion.”
Devotees are asked to bring candles for the midnight mass to be said by Manila Archbishop Luis Antonio Cardinal Tagle at the Quirino Grandstand on Jan. 19. It will be held at 5:30 a.m. after the morning prayer.
As in previous years, there will be prayer stations along the procession route to help devotees better reflect.
Church officials already announced that the procession will pass through Ayala Bridge as Jones Bridge, McArthur Bridge, and Quezon Bridge are undergoing retrofitting.
Meanwhile, Manila Mayor Francisco “Isko Moreno” Domagoso has ordered the suspension of classes in both public and private schools at all levels, as well as city government work, in Manila on Jan. 18 to 20 “in observance of the annual Grand Massive Miracle Crusade,” according to a tweet by the city information officer.
The Annual Grand Massive Miracle Crusade usually draws hordes of devotees from all over the country, as even parts of the world as a sign of penance and thanksgiving for favors received.
The Black Nazarene is a life-sized, dark-colored, wooden sculpture of Jesus Christ that was brought to Manila by Augustinian priests in 1607. Tradition holds that it got its color after it was burned in a fire on the Spanish galleon carrying it.

2 ‘BIFF members’ nabbed in Manila
Police: No terror threat to disrupt El Shaddai rally
Three days before the annual grand massive miracle crusade, two persons said to be connected to the Bangsamoro Islamic Freedom Fighters (BIFF) were apprehended in Manila on Sunday.
Manila Police District (MPD) director Brig. Gen. Bernabe Balba, however, said they have not monitored any terror threat to disrupt the celebration of the feast of Santo Niño de Cebú on Sunday, which draws thousands of Catholic devotees.
Arrested were alleged BIFF members Remedios Habin, 52, and Alvin Gadin, 32.
Footage from closed-circuit television (CCTV) in Barangay 664-A showed a white van emerging from an alley along United Nations Avenue and blocking the path of a silver Toyota Fortuner (NZO-697) at past 2 p.m.
Witnesses said several persons armed with long firearms alighted from the van, fired shots at the Fortuner and dragged the passengers to the van before speeding away.
The incident caused a commotion and traffic jams in the area.
After several minutes, members of the MPD Station 5 arrived at the scene.
At around 5:30 p.m., a tow truck pulled the Fortuner. Two hours later, police returned to the site and processed the vehicle.
A police official said improvised explosive devices were recovered in the vehicle.
A barangay personnel manning the CCTV said armed men went to the barangay hall after the incident and requested that the footage be erased.
Balba said the incident was a legitimate operation conducted by the National Capital Region Police Office Special Operations Unit.
He said the suspects had been under police surveillance.
“Their arrest was not in any way related to a terror plot during the annual grand massive miracle crusade for the weekend feast of Santo Nino de Cebu,” Balba told The STAR.
Asked if there were lapses on the processing of the suspects’ vehicle, which took more than six hours, Balba said the scene of the crime operatives initially wanted to bring the vehicle to the MPD Station 5 headquarters in Rizal Park.
“They brought it back to UN Avenue when they saw that the area was crowded with people conducting preparations for the annual grand massive miracle crusade,” he said.
Classes, gov’t work suspended
Manila Mayor Isko Moreno yesterday ordered the suspension of classes in all levels on Thursday as part of Pope Francis' visit for the world youth day.
Moreno also suspended work in government offices except those involved in maintaining peace and order, public services, traffic enforcement, disaster risk reduction and management and well as sanitation.
The suspension of work in private companies is up to the discretion of their management, he said.
Road closures
The Traffic Enforcement Unit of the MPD will implement road closures and a traffic rerouting scheme on Thursday.
Independence Road, which is one of the main roads of Quirino Grandstand, will be closed to traffic.
The crowds will start from the Quirino Grandstand back to the Quiapo Church, the Minor Basilica of the Black Nazarene.
Starting at 9 p.m. on Saturday, the following roads will be closed: southbound lane of Bonifacio Drive from Anda Circle to Katigbak Drive, north and southbound lanes of Roxas Boulevard from Katigbak to UN Avenue, P. Burgos from Roxas Boulevard to Jones Bridge, Quezon Bridge, and MacArthur Bridge, north and southbound lanes of Ma. Orosa from TM Kalaw to P. Burgos.
At exactly 12:01 a.m. on Sunday, Taft Avenue from Ayala Boulevard leading to the Quezon and MacArthur Bridges will be closed.

Through Executive Order No. 2 series of 2020 released on Monday, Mayor Francisco “Isko Moreno” Domagoso ordered the suspension of classes for all levels in all universities, colleges, and schools in the city, as well as suspension of work for all offices under the local government except those involved in frontline services such as maintenance of peace and order.
The suspension was made due to the expected large volume of devotees that would flock into the city to participate in the religious event.
“In consideration of public order and safety as well as reduction of traffic congestion during this occasion, the suspension of classes for all levels in all universities, colleges, and schools in the City of Manila, and the suspension of work in the City Government Offices is recommended,” the order read.
The order encouraged the suspension of work in national government offices and all private companies in the City of Manila — with the decision to suspend left to the discretion of their respective management or heads of office.
“The local chief executive may encourage the national government offices and the private companies holding office in the City of Manila to err on the side of safety, as well as to exercise prudence and sound discretion by suspending work during the annual grand massive miracle crusade for the welfare of their employees and personnel,” the order added.
In 2019, about 10 million participants were reported to have joined the gathering.

The MMDA has released the official route for Grand Massive Miracle Crusade 2020
We’ve entered a new year yet again, and this also means that the Feast of the Santo Niño de Cebú is on its way. For us motorists in the metro—specifically in Manila City—we’re well aware that the heavy traffic that comes along with the celebration.
The Metropolitan Manila Development Authority (MMDA) has released a traffic advisory for the upcoming festivities on January 18 to 20, 2020, and if you’re driving in Manila on Saturday to Monday, take note of the official route of the crowd gathering—you can check out the official Facebook post below:
The crowd will begin at the Quirino Grandstand and will pass through the back of the grandstand, Padre Burgos Street, Ayala Boulevard, and Carlos Palanca Street before going around the side streets of Quiapo, Ermita, Malate. It will eventually go around Plaza Miranda via Quezon Boulevard before making its last stop at Quiapo Church.
In a previous statement, the MMDA announced the official road closures and inaccessible areas for this year’s grand massive miracle crusade.

The Metropolitan Manila Development Authority (MMDA) has released a traffic advisory for the upcoming festivities on January 18 to 20, 2020, and if you’re driving in Manila on Saturday to Monday, take note of the official route of the crowd gathering—you can check out the official Facebook post below:
The crowd will begin at the Quirino Grandstand and will pass through the back of the grandstand, Padre Burgos Street, Ayala Boulevard, and Carlos Palanca Street before going around the side streets of Quiapo, Ermita, Malate. It will eventually go around Plaza Miranda via Quezon Boulevard before making its last stop at Quiapo Church.
In a previous statement, the MMDA announced the official road closures and inaccessible areas for this year’s grand massive miracle crusade.

The agency also announced that there will be 30,000 MMDA personnel and volunteers on the ground on the day of the feast, and that street sweepers and road-clearing groups will be tailing the gathering for its entire duration.
