MRT-3 starts maintenance works during Holy Week shutdown

Maintenance and rehabilitation works at the Metro Rail Transit Line 3 (MRT-3) are in full swing during the first day of its annual Holy Week shutdown.


In a Facebook advisory Tuesday, the MRT-3 management said among the works include the replacement of turnouts, installation of point machines and new insulation sleeves of the overhead catenary system.


“Mula ngayong araw hanggang ika-4 ng Abril 2021 ay magpapatuloy ang pagsasaayos ng mga turnout sa buong linya (Starting today until April 4, 2021, there will be a continuous repair of the turnouts in the entire rail line),” the MRT-3 said.


Light rail vehicles will continue to undergo exterior cleaning and overhauling.


These activities are done by personnel of Sumitomo, the rail line's repair and maintenance provider.


MRT-3 operations will resume on April 5.


As the MRT-3 remains closed, the public may take the public utility buses running along Epifanio de los Santos Avenue.

ECQ for NCR, 4 other provinces very timely: Lorenzana

 For Defense Secretary Delfin Lorenzana, the government's decision to place the National Capital Region (NCR) and the four other provinces under enhanced community quarantine (ECQ) happened at just the right time.


Lorenzana, who is also chair of the National Task Force Against Covid-19, said the timing was just right as the Inter-Agency Task Force (IATF) was monitoring very closely the spike of new coronavirus disease 2019 (Covid-19) cases.


"Ang timing natin ay tama lang (Our timing was just right), we have to observe for a couple of days 'yung spike ng new cases, so we were watching closely, the IATF was watching closely sa pagtaas (rise). When it breached 8,000, that's the time that we acted," he said in an interview with CNN Philippines Monday.


ECQ for Metro Manila and the provinces of Bulacan, Cavite, Laguna and Rizal started March 29 and will end on April 4.


"So today, we are on ECQ and hopefully (with) this, we will stem the tide of the rising cases and let's see, we'll watch what happens next," Lorenzana said.


The defense chief also said there was a debate among the IATF on whether it was necessary to place Metro Manila and the four other provinces under ECQ due to its impact on the economy.


"The economic team doesn't want to impose ECQ because of economic health of the country (is in) jeopardy, but eventually they relented dahil nga pataas ng pataas na yung cases na bago (due to growing number of Covid-19 cases)," Lorenzana said.


He added that the one-week ECQ will help the government observe the trend on Covid-19 cases and allow it to act accordingly, including extending the ECQ if needed.

Comelec suspends voter registration March 29-31 in NCR Plus

 The Commission on Elections will suspend voter registration services in the NCR Plus between Monday and Wednesday, March 29 and 31, spokesperson James Jimenez said on Sunday, while the enhanced community quarantine is in effect.


The Comelec last week shortened registration hours due to the surge in COVID-19 cases.


At the time, the commission encouraged the public to accomplish required forms online, and to set an appointment at the irehistro.comelec.gov.ph prior to visiting Comelec offices.


Voter registration for the 2022 polls will end on September 30, 2021.


The final guidelines for next year's presidential elections will be released in the last quarter of this year, the commission said. 


Protocols that the body is considering include limiting polling precincts to 5 voters at a time and reducing candidates' poll watchers, said Comelec commissioner Sheriff Abas.


The commission last month temporarily closed its offices in Intramuros, Manila, from March 11 to 24 to prevent the spread of COVID-19.


The Philippines on Sunday confirmed 9,475 new cases of COVID-19, taking the country’s total to 721,892.


It was the third straight day that the country logged more than 9,000 new cases.

Nurse nasaktan nang bumangga ang trak sa border control point sa Ilocos

Bumangga ang isang truck sa tent na naka-pwesto sa border control point sa Barangay Sta. Cruz sa bayan ng Badoc, Ilocos Norte matapos itong mawalan ng preno Biyernes ng umaga. 


Ayon sa hepe ng Badoc Police Station Police Captain Joseph Tayaban, habang papasok sa border control point ang truck ay nawalan ito ng kontrol hanggang sa bumangga sa tent.


"Nawalan ito ng preno, although, dahan dahan naman ang takbo, pero walang ibang naisip ang driver, sabi niya na, may sinusundan kasi siyang kotse, kaya naibangga na niya ito sa poste ng tent, " sabi ni Tayaban. 



Nasugatan naman sa insidente ang nurse na naka-duty at nasa tent sa oras na 'yon. Tinamaan ito ng bakal ng tent sa kanyang ulo. 


Nasa maayos na kondisyon na ang nurse. Sinagot naman ng kompanya na pinagta-trabahoan ng driver ang pagpapagamot sa nurse at pagpapaayos ng tent na nasira. -- Ulat ni Grace Alba

Palace: Duterte OKs ECQ in 'NCR Plus' from Monday up to Easter Sunday

(4th UPDATE) - President Rodrigo Duterte has approved placing areas in the NCR Plus bubble under enhanced community quarantine (ECQ) from Monday, March 28, until Sunday, April 4, due to the new surge in COVID-19 cases, MalacaƱang said Saturday.


In a televised announcement, Presidential spokesperson Harry Roque said Duterte approved the recommendation due to the rising number of COVID-19 cases supposedly driven by the local presence of coronavirus variants. 


Several sources earlier said the IATF recommended that the ECQ should start Sunday, March 28, but Roque said Duterte approved the start of the NCR Plus ECQ on Monday, March 29.


A week's lockdown will be enough, Roque said, because restrictions have already been placed in the areas under NCR Plus. 


"One week will of course help, pero 'wag kalimutan na we already have restrictions in place for the past week. Itong ECQ natin is for the 2nd week of a two-week period kung saan tayo ay nag-impose na ng tighter restrictions. Malalaman lang natin ang resulta sa two weeks na ito sa susunod na two weeks," he explained. 


(This ECQ is for the 2nd week of a two-week period where we impose tighter restrictions. We will know the results of this two-week ECQ in the next 2 weeks.)


6 P.M. CURFEW


People aged below 18 years old and over 65 years old will not be allowed to go out during the ECQ period, according to Roque, with a curfew from 6 p.m. to 5 a.m. to be enforced in the affected areas. 


Travel passes will not be required, according to the announcement. 


Malls, meanwhile, will remain open to allow purchase of essential goods in groceries and pharmacies. 


Restaurants, meanwhile, will be closed even if they have an al-fresco or outside dining set-up, and only take-out orders will be allowed, according to Roque. 


Financial assistance to affected residents will also be provided, but specific details will still be discussed in the IATF's Monday briefing, said Roque. 


Budget Secretary Wendel Avisado is expected to submit the final recommendations on the financial assistance package. 


"Bumalik po tayo sa ECQ dahil masyado pong mataas ang numero ng mga nagkakasakit... naiintindihan natin na kapag hindi natin pinagtrabaho ang lahat, kinakailangan pong magbigay ng tulong. So handa naman po magbigay ng assistance ang ating gobyerno," he said, noting that the financial aid would be provided before the end of April. 


(We returned to ECQ because of a high number of people getting infected with COVID-19. We also understand that if we will not allow people to work, we need to provide aid. We are prepared to provide assistance.) 


Essential priority construction projects by the public and private sectors will be allowed to continue, with guidelines from the Department of Public Works and Highways. 


Road, rail, maritime, and aviation transport will also continue to operate per the Department of Transportation's (DOTr) health protocols.


Roque, however, pointed out that public transportation would be suspended. Bikes will be allowed. 


ESTABLISHMENTS, PERSONS, ACTIVITIES ALLOWED TO OPERATE UNDER ECQ


Roque said public and private hospitals, medicine and medical equipment manufacturers will be allowed to operate with full operational capacity. 


Among the industries included allowed to operate at full capacity are the following, based on IATF's Resolution No. 106-A: 


Agriculture, forestry, and fishery and their workers, including farmers, ARBs, fisherfolk, and agri-fishery stores

Health, emergency and frontline services 

Delivery and courier services transporting food, medicine, or other essential goods


MAX 50% OPERATIONAL CAPACITY


Private establishments (essential goods and services)

Media establishments and their total permanent staff complement

Workers accredited by the DOTr 


SKELETAL WORKFORCE


Other medical, dental, rehabilitation, and optometry clinics, pharmacies or drug stores 

Capital markets

Veterinary clinics

Water supply and sanitation services and facilities

Banks, money transfer services 

Energy and power companies

Telecommunications companies, internet service providers, cable television providers

Airline and aircraft maintenance, pilots and crew, and employees

Manufacturing companies and suppliers (construction works, such as cement and steel)

The Philippine Postal Corporation, PSA, BPOs, Export businesses, Printing Presses

Funeral and embalming services 

Humanitarian assistance personnel from civil society organizations, NGOs, UN-Humanitarian Country Teams

'HIGH TO CRITICAL RISK LEVELS'


The announcement of a stricter lockdown came as hospitals in the capital region continue to be filled up due to new coronavirus cases, with the utilization rate of COVID-19-dedicated beds and intensive care units reaching high to critical risk levels.


MalacaƱang added that the week-long stricter lockdown would provide reprieve for the country's hospitals and medical workers.


"Hindi po natin pupuwede pagurin ang ating mga medical frontliners dahil kapag sila ay narindi sino po ang mag-aalaga sa atin?" Roque said. 


The IATF just last week placed the same areas under general community quarantine with additional specific restrictions until April 4, which include the ban on mass gatherings and indoor dining, among others. 


The OCTA Research group, an independent research unit providing timely updates on the country's COVID-19 situation, earlier in the day projected that fresh cases could reach up to 13,000 per day by April. 


As of Saturday, the Philippines has over 712,000 coronavirus infections. Active cases are also at an all-time high with over 118,000.

Solon files bill to rename bridge in Calbayog City after slain mayor

Samar Rep. Edgar Sarmiento has filed a bill seeking to rename a bridge in Calbayog City after the mayor who was slain there in an incident involving police.


House Bill No. 9141, wants the Laboyao Bridge in Barangay Lonoy, Calbayog City to be renamed the Mayor Ronaldo P. Aquino Bridge.


According to Sarmiento, it would serve as a "reminder that we Calbayognons will not rest until justice has been attained."


Aquino was killed in what police claimed to be "an encounter" with law enforcers saying they did not know that they were shooting at the mayor's van. 


But Sarmiento, Aquino's political ally, said what happened was an "ambush." 


The incident left 6 people dead including Aquino, his close-in security detail and driver, as well as 2 police officers and a civilian. 


The slain mayor was on his third and last term as local chief executive, and was planning to run as vice mayor in the 2022 elections, according to his son. 


Police have formed a special investigation task group, while the National Bureau of Investigation is also investigating the incident. 


The shooting happened a day after police raids in provinces in Calabarzon which left 9 activists dead, prompting some officials and groups to sound alarm over what they view as impunity in the country.

PH set to finish largest, most crucial train station by year’s end

 The country’s biggest train station is poised for completion in December this year, linking major railway systems in Metro Manila.


The Department of Transportation said on Monday the facility known as the common station project, located on North Avenue in Quezon City, has reached a completion rate of just under 50 percent.


“This is a long overdue transport infrastructure project that would have considerably eased mobility of commuters in Metro Manila, particularly along the main transit routes, from Baclaran to Monumento to the entire length of EDSA,” the DOTr said.


The project was designed to be a common hub for the Metro Rail Transit Line 3, Light Rail Transit Line 1 and the eventual MRT-7 and Metro Manila subway lines.


Those railway systems serve various points in Metro Manila as well as the provinces of Cavite and Bulacan.


The completion date, earlier set during the first quarter of this year, was moved due to delays caused by the COVID-19 pandemic.


The DOTr said remaining construction activities were being accelerated and “work is done 24/7.”


The DOTr said the common station would have a 13,700-square meter concourse area where passengers could transfer between railway systems.


Delayed for years, Transportation Secretary Arthur Tugade played a key role in brokering an agreement among stakeholders in 2017, allowing the construction of the common station to proceed.


A major dispute involved the location of the project. Originally planned in front of SM City North Edsa Annex, transportation regulators during President Benigno Aquino III’s term decided to move the project to an area near Ayala Land Inc.’s Trinoma shopping mall.


This violated prior agreements and prompted mall operator SM Prime Holdings to sue the government for breach of contract in 2014.


Under the current administration, a compromise location was chosen in between Trinoma and SM City North EDSA.


The LRT-1 and MRT-3 are presently operating. San Miguel Corp.’s MRT-7, which will run from Quezon City to Bulacan, is expected to open in December 2022 while the government subway project, from Quezon City to Manila’s Ninoy Aquino International Airport, will be finished by 2025.

Common Station almost halfway complete

The construction of the Common Station in Metro Manila is 48.5 percent complete, the Department of Transportation (DOTr) said Wednesday.


In a Facebook post, the DOTr said the Common Station, targeted to be completed by December this year, features a 13,700 square meter concourse area that will “seamlessly interconnect” the Light Rail Transit Line 1 (LRT-1), the Light Rail Transit Line 2 (LRT-2), the Metro Rail Transit Line 3 (MRT-3), and the under-construction Metro Rail Transit Line 7 (MRT-7) and the Metro Manila Subway.


“This is a long-overdue transport infrastructure project that would have considerably eased mobility of commuters in Metro Manila, particularly along the main transit routes, from Baclaran to Monumento to the entire length of Edsa,” the DOTr said.


To date, the Common Station's Area B or atrium is “100 percent complete” while the rest of the project is under accelerated and 24/7 construction.


The project's nearing completion comes after almost after a decade of delay caused by “issues on location".


“DOTr Secretary [Arthur] Tugade deftly navigated through the dispute of various stakeholders of the project, including two conglomerates who were vying for a better vantage point,” the DOTr said.


The Common Station is located near the corner of Epifanio de los Santos Avenue (Edsa) and North Avenue in Quezon City.


Once completed, the station is expected to serve about 478,000 passengers daily.

Gordon: More than 70 killed by ‘riding in tandem’ gunmen since start of 2021

Nearly 100 people have been attacked by motorcycle-riding gunmen — known colloquially as riding-in-tandem — since the start of 2021, Sen. Richard Gordon said Thursday.


Gordon said during the Senate Blue Ribbon Committee hearing that from January 1 until March 17, 71 people have been killed by the said assassins, while 20 have been wounded and 2 others survived.


Of the 71, 13 were public officials, 8 government workers, 3 businessmen, and 2 lawyers. A teacher, a priest, and a labor leader were also slain, Gordon said.


The senator said suspects cannot be caught because of lack of number plates issued their vehicles. He blamed this on the supposed slow delivery by Land Transportation Office (LTO) of such plates.


"Hindi mahuhuli ang mga riding-in-tandem dahil walang plaka. Sa totoo lang, matagal nang walang plaka," Gordon said.


According to him, motorcycle riders haven't been issued license plates since 2014.


Earlier this month, Gordon scolded LTO officials for "swindling" motorcycle owners who applied but never received their license plates for nearly 8 years.


"Ilang beses ka nang nagbayad, wala ka pa din plaka . . . Talagang graft and corruption ang pupuntahan nito," Gordon said in an interview on TeleRadyo.


The Senate Blue Ribbon Committee chairman had said he will recommend the filing of graft and corruption charges against Transportation officials involved in the delayed release of motorcycle plate numbers.--Report from Robert Mano, ABS-CBN News

Curfew violators sa Baclaran, pinaawit ng ‘Lupang Hinirang’

Pababa ang bilang ng mga nahuhuli sa labas ng bahay sa ParaƱaque City sa ikatlong gabi ng unified curfew sa Metro Manila.


Mula Miyerkules ng gabi hanggang Huwebes ng madaling-araw, dinampot ang 106 na katao at 19 menor de edad.



 Ayon sa ParaƱaque City Police, mas mababa ito sa 231 offenders na nahuli noong Lunes ng gabi at sa 188 kinabukasan.


Pero sa Baclaran na siyang may pinakamaraming active cases ng COVID-19 sa lungsod, dumagdag ang mga naitala nilang curfew violator.


Mula 24 noong unang gabi, naging 34 ito noong isang gabi at 39 kagabi.


Ang ikinalulungkot lang ng taga-barangay, mga residente pa ang karamihan sa mga huli imbes na mga tagalabas.


Kaya para matuto ang ilan, pinakanta sila ng pambansang awit na "Lupang Hinirang” at saka pinag-squat ng kalahating minuto para mapauwi.


Bago ito, namalagi muna sila sa barangay ng ilang oras.



Second offender naman ang 18-anyos na si “Vin" na unang nahuli noong ikalawang gabi ng curfew.


Giit niya, natiyempuhan lang siya ng mga pulis sa parehong pagkakataon.


"Pauwi na ako noon, hinihintay ko lang kasama ko. Naginuman kami sa kabilang bahay," aniya.


Minumultahan ng P1,000 para sa unang violation ang mga lumalabag sa curfew sa ParaƱaque. 


Nadadagdagan ito ng tig-sanlibo para sa second at third violation bago humantong sa kaso.


Pero kung walang pambayad, pwede silang patawan ng detention sa barangay nang 6 na oras o higit pa kung pangalawa at pangatlong huli na.



Sabi ni Glenn Ponan ng barangay health emergency response team (BHERT), mas pinauuwi kaagad ang mga napag-alamang may sapat na dahilan kaya nasa labas, tulad ng ilang kailangan ng signal para sa online class.


May dagdag na kaso at parusa para sa mga may dagdag pang violation gaya ng nahuhuling walang suot na face mask at face shield, o kaya nag-iinuman sa labas.

Kaybiang Tunnel sa Cavite 'no tourism zone' na mula Marso 19

Bawal na ang tourism activities sa dinarayong Kaybiang Tunnel sa bayan ng Ternate simula Marso 19 dahil sa napapaulat na matinding trapiko at nakakalat na basura sa lugar bunsod ng mga dumadalaw doon. 


Inanunsiyo ito ni Cavite Gov. Jonvic Remulla sa kaniyang Facebook page sa gitna ng muling pagsirit ng mga kaso ng COVID-19.

“Buong magdamag ay libo-libong bisikleta, motorsiklo, at sasakyan ang nakaparada, kumakain, nagliliwaliw at lahat ay tumitigil para mag-selfie o mag-picture-taking doon,” ani Remulla. 


"Ang resulta? Nonstop traffic at bottleneck mula entrance at exit ng tunnel. Kaya simula sa Biyernes ay strictly NO TOURISM ZONE na ang Kaybiang Tunnel," aniya.


Dagdag pa ni Remulla: “Hindi ko naman kagustuhan ang basagan ng trip. Ngunit responsibilidad ko din na siguraduhin na maayos ang counterflow ng traffic at maintenance ng law and order sa ating mga lansangan.” 


Dahil din dito ay maglalagay ng police checkpoints sa Tanza, Naic, Maragondon, at Ternate.

MalacaƱang di nakikitang dapat nang maghigpit ng lockdown sa mga komunidad

Hindi pa nakikita ng MalacaƱang na dapat nang magpataw ng mas mahigpit na lockdown sa mga komunidad dahil sa matinding epekto nito sa ekonomiya.


Ayon kay Presidential Spokesperson Harry Roque, dapat na maging bahagi ng pang-araw-araw na pamumuhay ang pag-iingat laban sa banta ng COVID-19.


"We need to live with this virus. Sa akin po talaga, hindi po ako nasa laylayan ng lipunan pero I would imagine na 'yong mga 'no work, no pay' ay talagang nagdarasal po na sana makapagpatuloy silang magtrabaho dahil sa ngayon po wala rin tayong ayuda na nasa budget," ani Roque.


Binitiwan ni Roque ang mga pahayag sa harap ng patuloy na pagdami ng mga kaso ng COVID-19 sa bansa, kasama ang Metro Manila.


Bilang tugon na rin sa tumataas na bilang ng mga kaso, nagpatupad ang mga alkalde ng Metro Manila ng unified curfew mula alas-10 ng gabi hanggang alas-5 ng madaling araw, na sisimulang ipatupad ngayong gabi ng Lunes.


Ayon sa Philippine National Police, 9,000 pulis ang ipakakalat nila sa Metro Manila para ipatupad ang curfew.


Nasa 379 checkpoint din ang ipakakalat sa Kamaynilaan.


Tanging essential services lang umano ang exempted at kailangang magpakita ng employment ID.


COVID-19 facilities punuan na


Sa Quezon City, punuan na ang mga COVID-19 facilites na Hope 1 hanggang Hope 4, kasama ang Novaliches District Hospital, Quezon City General Hospital, at Rosario Maclang Bautista General Hospital.


Sa Rosario Maclang Bautista General Hospital, nagtayo na rin ng dagdag na tent sa labas ng ospital na magsisilbing COVID-19 wards.


Lumalabas din sa datos ng local government unit (LGU) na sa workplace o trabaho madalas nakukuha ang COVID-19, na nauuwi naman ng empleyado sa kani-kanilang mga bahay.


Dahil dito, ipinag-utos ni Mayor Joy Belmonte na silipin kung sumusunod sa health protocols ang mga opisina at iba pang workplace.


Nasa 25 lugar na sa lungsod ang naka-lockdown dahil sa dami ng active cases.


Halos puno na rin ang isolation facilities sa Pasay matapos pumalo sa 783 ang active cases.


Nagsagawa na ng malawakang COVID-19 testing ang lungsod, kasama ang 2,000 kawani ng Pasay Public Market.


Sa San Juan, sinabi naman ni Mayor Francis Zamora na 80 porsiyento na ang occupancy rate ng kanilang isolation facility.


Localized lockdown


Inanunsiyo naman ni Manila Mayor Francisco "Isko Moreno" Domagoso na isasailalim sa 4 na araw na lockdown simula Miyerkoles ang 6 na barangay sa lungsod sa harap ng patuloy na pagdami ng COVID-19 cases.


Naka-lockdown hanggang Sabado ang mga barangay 185, 374, 521, 628, 675 at 847 sa Maynila.


Sa Makati, bantay-sarado pa rin dahil nananatili sa localized enhanced community quarantine ang 8 lansangan sa Barangay Pio del Pilar.


Nakatakdang matapos ang localized lockdown sa Martes.

Pinag-aaralan naman ng LGU sa Malabon ang pagpapatupad ng granular lockdown kung hindi makokontrol ang pagtaas ng kaso ng COVID-19.


May 7,739 na kumpirmadong kaso sa Malabon, kung saan 652 ang active cases.


Sa Navotas, sa halip na multa, isasailalim sa mandatory RT-PCR test ang mga lalabag sa curfew at iba pang health protocols.


May 700 active cases sa Navotas. 


Nagsagawa naman ng malawakang disinfection sa Pateros matapos halos dumoble ang COVID-19 cases mula noong Marso 8.


May 83 active cases ang bayan, base sa tala noong Marso 13, mula sa 44 na kaso noong Marso 8.


Naka-quarantine naman nang 2 linggo si Pasig City Mayor Vico Sotto matapos pumanaw ang kaniyang driver dahil sa COVID-19.


Ikinalungkot ni Sotto ang pagpanaw ng driver dahil matagal na daw niya itong kasama.


Sa Caloocan, na may 648 active COVID-19 cases, ipinag-utos ni Mayor Oscar Malapitan na ipatupad ang 50 porsiyentong skeletal workforce para sa mga pumapasok sa mga tanggapan ng pamahalaang lungsod.

2 barangay sa Mamburao, Occ. Mindoro naghigpit sa lockdown

Nasa 2 barangay sa bayan ng Mamburao, Occidental Mindoro ang isinailalim sa enhanced community quarantine (ECQ) o mas mahigpit na quarantine restrictions simula ngayong Lunes dahil sa pagtaas ng bilang ng mga tinaamaan ng COVID-19.


Nasa 78 bahay sa Barangay Payompon at Barangay 7 ang inilagay sa ECQ, na tatagal nang 15 araw, sabi ni Mayor Angeline Tria.


Dahil dito, ibinalik ang mga checkpoint at tanging may mga quarantine pass lang ang papayagang lumabas ng kanilang mga bahay.


Mahigpit ding ipatutupad ang curfew mula alas-8 ng gabi hanggang alas-4 ng madaling araw.


"Kung maaari po ay limitahan niyo po ang pagpunta ng mga tao niyo sa Mamburao proper dahil nandito ang epicenter. Dito po sa bayan ng Mamburao, puwde po kayo makakuha ng transmission ng sinasabing COVID," ani Tria.


Ayon kay Tria, mula noong Marso 3 hanggang 15, umabot sa 21 ang bagong kaso sa 2 lugar, samantalang 7 lamang ang naitala doon mula noong magsimula ang pandemya noong 2020 hanggang noong nakaraang buwan.


Higit 100 residente pa ng Mamburao ang naghihintay ng resulta ng kanilang RT-PCR test para malaman kung mayroon silang COVID-19.


Samantala, nananatili namang naka-lockdown ang Occidental Mindoro Provincial Hospital matapos magpositibo sa COVID-19 ang 11 empleyado, kabilang ang mga doktor, nurse at guwardiya.


Ayon kay Dr. Ma. Teresa Tan, provincial health officer sa Occidental Mindoro, isa sa posibleng dahilan ng pagdami ng COVID-19 cases ay ang pagluluwag ng restrictions papasok ng kanilang probinsiya.


Nasa 26 dagdag na kaso ng COVID-19 ang naitala sa probinsiya nitong Marso para sa kabuuang 294 buhat nang magsimula ang pandemya.


Pinag-aaralan na rin ng lokal na pamahalaan ang pagpapatupad muli ng mahigpit na travel restrictions papasok ng Occidental Mindoro.

Babae patay sa pananaksak sa Davao del Sur; suspek arestado

 Patay sa pananaksak ang isang 19 anyos na babae sa Barangay Zone 2, Digos City sa Davao del Sur, Huwebes ng hapon.


Natagpuan ang bangkay ni Xena May Cabaid sa bahay ng suspek.


Sa imbestigasyon ng pulisya, nakita ng isang saksi ang suspek na pauwi sa bahay nito na duguan.


Pinuntahan umano ng saksi ang lalaki sa kanyang bahay at napansin na lasing ito habang nakaupo sa sofa.


Ayon sa pulisya, nakita rin ng saksi ang bangkay ng biktima sa kusina ng bahay ng lalaki.


Agad na nahuli ang suspek at nakumpiska rin ang kutsilyong ginamit nito sa krimen.


Patuloy pang iniimbestigahan ng pulisya ang insidente para mabatid ang motibo sa krimen.


Isasailalim sa autopsy ang bangkay ng biktima habang inihahanda naman ang kasong kriminal laban sa suspek.

Pagpapatupad ng curfew sa Metro Manila kasado na pero may mga di natuwa

Sa darating na Lunes ay ipatutupad na sa Metro Manila ang unified curfew na aarangkada mula alas-10 ng gabi hanggang alas-5 ng umaga, na inaasahang makatulong sa pagkontrol ng pagkalat ng COVID-19.


Para sa ilang mga tao, makatutulong ang pagkakasundo ng Metro Manila mayors sa unified curfew para mabawasan ang kalituhan, lalo't iba-iba noon ang patakaran ng bawat lokal na pamahalaan. 


Pero ang ilan, hindi masaya, katulad ni Aling Charito na may karinderya.


Ang regular daw kasi nilang pamamalengke ay alas-3 ng madaling araw kaya kapag may curfew ay maaantala ang kanilang pamimili at pagluluto ng almusal para sa kostumer. 


"Mawawala po 'yung mga kakain ng almusal sa amin," aniya. 


Umaaray din ang mga jeep at tricycle driver dahil mababawasan daw ang kanilang kita, lalo na't lumiit ito dahil sa pandemic.


Ayon kay Antonio Gomez, tricycle driver, malamang ay wala na silang makuhang pasahero sa pila ng tricycle.


"Laking epekto sa 'min na walang kita. Sana maibalik ang dati. [Pero] wala tayong magagawa, sunod na lang tayo," aniya.


Ang jeepney driver naman na si Jessy Soledad, naghahanda na sa mas maliit na kita.


"Magiging apektado kasi konti ang pasahero... Iiksi ang oras. Sa kita namin apektado din," hinaing niya.


Giit ng hepe ng Quezon City Department of Public Safety and Order, tuloy ang pagpapatupad nila ng unified curfew pero may mga exemption naman daw.


Kabilang dito ang mga nasa graveyard shift, delivery ng essential services, at iba pang maituturing na frontliners.


Dalawang linggo lang dapat ito ipatupad ang unified curfew pero posibleng ma-extend.


Nangangamba naman ang Employers' Confederation of the Philippines (ECOP) para sa mga manggagawang aabutin ng curfew sa kalsada.


Sabi ni ECOP president Sergio Ortiz-Luis Jr., umaasa silang magbibigay ng "pass" ang mga lokal na pamahalaan para sa mga manggagawang maaapektuhan ng curfew.

Lalaki patay sa pamamaril sa Quezon City

Dead-on-the-spot ang isang lalaki matapos siyang pagbabarilin sa Brgy. Sauyo, Quezon City Miyerkoles ng gabi.


May tama ng bala sa ulo ang 23-anyos na biktima na si Marvin Valencia.


Ayon sa mga residente sa lugar, nakarinig sila ng dalawang putok ng baril bago nakitang nakabulagta ang biktima sa eskinita. Wala naman makapagsabi kung ilan at kung sino ang nasa likod ng krimen.


Ayon sa nanay niya, nagkita pa sila sa isang computer shop noong gabing 'yon at pinauuwi na niya ito. Kaya laking gulat niya nang makitang nakahandusay at wala nang buhay ang kaniyang anak malapit sa kanilang bahay.


Palaisipan para sa pamilya ang motibo sa likod ng pamamaril, pero aminado silang dati nang nakulong ang biktima dahil sa droga.


Nakalap ng pulisya sa pinangyarihan ng krimen ang isang basyo ng bala sa lugar at isang sachet umano ng shabu na nasa kamay ng biktima.

Lrt Line 1 Cavite Extension Up Date

P26-M Talayan town hall soon to rise in Maguindanao

COTABATO CITY – The municipality of Talayan in Maguindanao will soon have a new town hall courtesy of the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) government, officials said Monday.


Lawyer Naguib Sinarimbo, BARMM interior and local government minister, said a groundbreaking ceremony was held Sunday afternoon for the construction of a  PHP25.7-million two-storey town hall in Barangay Poblacion.


“It was BARMM Chief Minister Ahod Ebrahim himself who led the groundbreaking ceremony,” Sinarimbo said, adding that Ebrahim was accompanied by Mayor Ali Midtimbang to the event.


The project is funded by the BARMM Office of the Chief Minister and is being implemented by the region’s Ministry of the Interior and Local Government (MILG).


Sinarimbo said the project aims to contribute to better governance in the local government units by providing them with a permanent and more accessible government center where people can access government services.


“The MILG is also set to build town halls for other LGUs in the region,” he said.


The BARMM comprises the cities of Marawi, Lamitan, and Cotabato; the provinces of Maguindanao, Lanao del Sur, Sulu, Tawi-Tawi, and Basilan; and 63 villages in six towns of North Cotabato province.


The buildings, Sinarimbo noted, will symbolize the foundation of cooperation of the BARMM government and LGUs in the region.


“That hope is founded on our unwavering belief that the cooperation between the LGUs and the regional government would result in better services for our people,” he said.


Ebrahim said the BARMM government will continue to develop programs and projects, especially infrastructures, which will be implemented in every town across the region.


“We have already prepared a line-up for all projects of various offices, that is why we seek for extension of the transition period,” he said, referring to the change in the form of government from the Autonomous Region in Muslim Mindanao (ARMM) to BARMM.


BARMM officials earlier requested MalacaƱang and Congress to extend the end of the transition period of the region from 2022 to 2025.

Maynila may 5 bagong electric buses

May bagong electric buses ang lungsod ng Maynila na pansamantalang libreng magagamit ng mga pasahero sa lungsod.


Bunga ng partnership ng lokal na pamahalaan ng Maynila at private company na Global Electric Transport (GET) ang mga e-bus.


Biyaheng Taft Avenue hanggang SM North EDSA ang inisyal na ruta ng 5 e-bus, na pinasinayaan nitong umaga ng Lunes.


Airconditioned, may CCTV, built-in acryllic barriers at fire extinguisher ang bawat isa sa 5 electric buses.


Kaya umano ng mga bus na magsakay ng hanggang 30 pasahero, kasama ang standing capacity, pero sa ngayo'y 14 lang muna ang isasakay bilang pag-iingat laban sa COVID-19.


Ayon sa GET, higit P4 milyon ang halaga ng bawat unit ng e-bus, na kailangang i-charge nang 30 minuto para makatakbo ng 100 kilometro.


Makatutulong din umano ang bus para mabawasan ang air pollution sa lungsod, mabigyan ng hanapbuhay ang mga kukuhaning driver, at mabawasan ang ingay na bunga ng mga pampublikong sasakyan.


Inaasahang hanggang Hunyo ay aabot na sa 50 units ng electric buses ang magagamit sa Maynila.

Completion of PNR Clark Phase 1, 2 on track

The completion of the first two segments of the massive North-South Commuter Railway (NSCR) project is on track, as Department of Transportation (DOTr) Secretary Arthur Tugade pushes to fast-track the construction of big-ticket railway infrastructure projects to meet their target start of operations.


“We have a lot of catching up to do with so little time left. Itong proyekto na ito, gusto ko, agad ‘yang mapakinabangan ng tao (I want the people to make use of the project soon). That’s why I have been pushing, and pressuring the railway sector really hard to fast-track the construction works in the best way possible,” Tugade said.


The NSCR’s first leg, the PNR Clark Phase 1, which runs from Tutuban, Manila to Malolos, Bulacan, has an overall progress rate of 43 percent and a construction phase rate of 11.78 percent as of Jan. 31, 2021. This was made possible with continuous construction works amid Covid-19 quarantine restrictions.


“Partially operable na po ito by the fourth quarter of 2021 and full operations in the second quarter of 2024,” Philippine National Railways General Manager Junn Magno said during the DOTr railway sector press briefing last month.


Magno added that the PNR Clark Phase 1 targets to slash travel time between Tutuban and Malolos from 1 hour and 30 minutes to just 35 minutes and increase railway capacity to 330,000 passengers per day.


Meanwhile, PNR Clark Phase 2, which will stretch from Malolos, Bulacan to Clark, Pampanga, has five civil works contract packages signed.


Magno said the project’s development is likewise moving notably, with an overall progress rate standing at 27.79 percent as of Jan. 31. In this segment, there are ongoing pre-construction works and site visits. PNR Clark Phase 2 will have its groundbreaking in 2021.


Once completed, travel time between Bulacan and Pampanga will be slashed from the current 1 hour and 30 minutes to just 35 minutes.


Magno said the PNR Clark Phase 2 features the country’s first airport express service. This means that travel time from Makati City going to Clark, Pampanga will only be around 55 minutes, compared to more than 2 hours of travel by car.


The 54-kilometer second segment of the NSCR will be partially operational by the second quarter of 2023, while the full operation is targeted by the third quarter of 2024. The segment aims to accommodate 150,000 passengers per day.


Magno said improvements are being done to increase the number of PNR stations, routes, and trains.


In 2017, the rail line serviced only four routes, 24 stations, and seven train sets. Now, the rail line operates in seven routes and 34 stations, with 11 train sets at the end of 2020.


“Itong mga bagong tren natin lalo na ‘yung mga bagong dineliver from Indonesia, ‘yung diesel hydraulic po natin ay babaybay po ‘yan sa baha (These new trains delivered from Indonesia, the diesel-hydraulic, will travel even through flooded areas). Hindi po titigil ang biyahe ng PNR lalo na kung magbaha ang Maynila. Ito lang po ‘yung paraan na maitatawid natin ang Maynila kahit po mataas ang tubig baha (It won't stop operations even when it is flooded in Manila. This is the only way we can pass through Manila even when floodwater rises),” Magno said.


The diesel hydraulic locomotives are part of the PNR’s re-fleeting strategy in 2018. The new trainsets will serve commuters on the railway’s Metro line (Tutuban, Malabon up to Los BaƱos, Laguna). With the additional DHL trains, the PNR Metro line targets to serve a total of 140,000 passengers daily, double its existing capacity.

DOTr triples capex for rail infra to P278B

 The Department of Transportation (DOTr) is tripling its capital expenditure for 11 big-ticket railway infrastructure from P90.756 billion  this year to  P278.3 billion in 2022, at the end of the Duterte administration, with 8 projects either completed or partially operational.


The railway projects set for completion or partial operations within the year until the end of the term of President Duterte include the P9.5 billion LRT-2 East (Masinag) Extension, the P22 billion MRT-3 Rehabilitation, the P3 billion Common Station, the P65 billion LRT-1 Cavite Extension, the P68.2 billion MRT-7, the P50 billion Philippine National Railways (PNR) Clark Phase 1, key facilities of the P357 billion Metro Manila Subway Project, and the P82 billion Mindanao Rail Project, DOTr officials disclosed during a recent virtual briefing.


The ongoing construction of the  PNR Clark Phase 1, from Tutuban in Manila to Malolos in Bulacan, has a 43 percent overall progress as of January 2021, according to General Manager Junn Magno.


Partial operations of key facilities are slated in the fourth quarter of 2021, and full operations by the second quarter of 2024. 


The MRT-3’s full rehabilitation will be completed this December, according to MRT-3 Director for Operations Michael Capati.


Rail replacement works was completed in December 2020, months ahead of schedule. 


The LRT-1 (Cavite) Extension Project Package 1 will be partially operational in the fourth quarter of this year, announced DOTr – Railways Sector Project Development Officer Anna Tayag.


The project will extend the existing LRT Line 1 system from Baclaran, ParaƱaque to Bacoor, Cavite. 


The LRT-2 East (Masinag) Extension Project, from Marikina Station to Antipolo Station, will be inaugurated on April 26, 2021 and start partial operations the next day, confirmed LRTA Spokesperson Atty. Hernando Cabrera.


As of 31 January 2021, the project has a 96.29 percent overall progress rate. 


The Mindanao Railway Project Phase 1, the Tagum-Davao-Digos Segment will be partially operable in March 2022, according to DOTr Assistant Secretary for Project Implementation – Mindanao Cluster Eymard Eje.


MRT-7 will be partially operational in December 2021 and fully operational in December 2022, says DOTr Undersecretary for Railways TJ Batan.


On the other hand, tunnel boring for the Metro Manila Subway Project, the first-ever subway in the country, will start in the third quarter of 2021, he added.


The annual direct economic cost of congestion in Metro Manila stands at P1.277 trillion, Usec. Batan pointed out.


For this reason, the current administration allocated P7 to P8 trillion for infrastructure projects, more than the total state investments in the sector for the past two decades, he concluded.

Pagpugay sa kababaihan: MRT 3, handog libreng sakay sa kababaihan sa Mar. 8

Inihayag ng pamunuan ng MRT-3 na magbibigay ito ng libreng sakay sa lahat ng babaeng pasahero sa Lunes, Marso 8, bilang paggunita sa National Women’s Day.


Ayon kay MRT-3 director for operations, Engr. Michael Capati, nakagawian na nilang gawin ang inisyatibang ito kada taon “bilang pagpupugay sa ating kababaihan.”


“Every year, nagbibigay kami free ride sa lahat ng female passengers natin. Ayan ay magsisimula sa umaga 7 a.m. to 9 a.m. and 5 p.m to 7 p.m. sa Monday,” sabi ni Capati sa panayam sa TeleRadyo Sabado ng umaga.


Ang libreng sakay ay para sa buong biyahe ng MRT-3 sa EDSA mula North Avenue hanggang Taft Avenue at vice versa, sabi ni Capati.

Japanese suppliers invited to bid for train set contracts of Malolos-Clark, North-South Rail

THE GOVERNMENT is seeking bids from Japanese suppliers for the contract to supply train sets for the Malolos-Clark Railway Project and the North-South Railway Project-South Commuter line.


“The Department of Transportation (DoTr)… through its procuring agent, the Procurement Service (PS), now invites sealed bids in a single stage (without prequalification) two-envelope (technical and financial) from eligible bidders for the procurement” of the train sets, the department announced on its website Monday.


It said the contract involves the design, manufacture, supply, installation, testing, commission, integration, and technical support for “seven-unit eight-car train sets.”


The contract will be funded from proceeds of a loan provided by the Japan International Cooperation Agency (JICA), which was signed on Jan. 21, 2019.


According to a copy of the loan agreement posted on the Finance department’s website, JICA had agreed to lend the Philippines up to 167.199 billion yen for the North-South Commuter Railway Extension Project.


“It is intended that the proceeds of this loan will be applied to eligible expenditure under this contract for the procurement of Rolling Stock – Limited Express Trainsets of the project,” the Transportation department said.


It said bidding procedures are in accordance with the Japanese official development assistance loan guidelines for procurement exercises.


“Bidders may obtain further information from and inspect the bidding documents at the office of PS-DBM (Procurement Service-Department of Budget and Management), from Mondays to Fridays during office hours from 8:00 a.m. to 5:00 p.m.,” the DoTr said.


A complete set of bid documents will cost a non-refundable P45,000, to be purchasable upon the submission of application documents.


The pre-bid conference is scheduled for March 12.


Bids must be submitted on or before 10 a.m. on May 8, accompanied by a bid security of 440.980 million yen.


The DoTr said the criteria include sound financial position on the part of bidders over the past five years. Other qualifications are average annual turnover over the past five years of over $100 million, and liquid assets of $24 million.


“Bidder must have experience as prime contractor (single entity or joint venture member), subcontractor or management contractor for at least 10 years, from Jan. 1, 2009,” it added.


According to the JICA-Philippine government loan agreement, the project aims to strengthen the transportation network and alleviate serious congestion in the greater capital region by extending the North-South Commuter Railway from Malolos to Clark International Airport and from Solis, in Tondo, Manila, to Calamba.
