Common station

IN September 2009 SM Prime Holdings (SM) and Light Rail Transit Authority (LRTA), entered into a memorandum of agreement (MOA), whereby, in consideration of P200 million, the government agreed to construct the proposed Metro Rail Transit (MRT)-Light Rail Transit (LRT) common station (light rail expansion project), which would link MRT Line 3, LRT Line 1 and, eventually, MRT 7, across the SM City North Edsa Annex building, and to name this common station after the aforesaid mall.

This MOA aimed to provide a common station for easy passenger transfer among these light rail lines.

At present, there exist three connecting light rail stations in the metropolis, namely, the Taft Avenue and Edsa stations in Pasay City, which connect the MRT 3 and LRT 1 lines; the Doroteo Jose and Recto Avenue stations in Manila, which connect the LRT 1 and LRT 2 lines; and the Cubao station in Quezon City, which connects the LRT 2 and MRT 3 lines.

It should be noted that these connecting lines are not really interconnected but housed under different roofs, such that commuters, who need to transfer from one line to another, must walk a considerable distance.

Construction of the common station was supposed to be completed back in May 2010 but disputes over cost, engineering issues and naming rights caused a delay that continues to this day. Even if the physical infrastructure connecting the two rail systems are in place and successfully tested, commuters have to go down at the Roosevelt station of LRT-1 and walk over or take a tricycle or jeepney for the one kilometer distance to the Trinoma terminal of MRT-3.

SM Prime Holdings had earlier given the Light Rail Transit Authority P200 million for “naming rights” over the station. But Trinoma, of Ayala Land, is already enjoying the actual naming rights in the public mind of the MRT terminal. Ayala also raised some issues over how the common station was to be organized.

The MOA would have solved this inconvenience of millions of commuters riding our light rails every single day, by systematically connecting the three lines in one place. If implemented, commuters would only need to walk a short distance within the same station to transfer from one line to another.

However, on May 29, 2013, the Department of Transportation and Communications (DOTC), which took over the implementation of the light rail expansion project from LRTA, decided to move the station hundreds of meters away to an area near the adjacent TriNoma Shopping Mall.

According to the DOTC, TriNoma is the more ideal location because a central business district is being developed on a 29-hectare property right beside it and, therefore, a lot of commuters will be in that area. The DOTC further defended the government’s move to transfer the location of the common station by saying that construction of the common station in front of TriNoma would take less time and the government would be able to save P1 billion.

As expected, SM filed a complaint for specific performance with damages against the DOTC and LRTA with the Regional Trial Court in Pasay City. SM also filed a petition for injunction with prayer for temporary restraining order (TRO) and writ of preliminary injunction against these agencies with the Supreme Court, which, in a resolution dated July 30, 2014, issued the TRO prayed for.

In May of this year, the high court also denied LRTA and the DOTC’s motion to lift the said TRO.

Because of the court battle, all the government could do now is to have its fingers crossed in the hope of the legal issue would be resolved soon.

While this project, apparently, would help in reduce traffic congestion and provide our commuters relief from the everyday horror and nightmare of commuting along Edsa, the Duterte administration, by all means, must look deep into the cause of it being stalled, so that the heads of the officials responsible, therefore, can be put on the chopping block.

DOTC to break common station impasse LRT 1-MRT 3-MRT 7 Connection

Within its first 100 days, the new administration intends to break the deadlock over the common station linking Light Rail Transit (LRT) Line 1, Metro Rail Transit (MRT) Line 3, and the proposed MRT 7, according to Transportation Secretary Arthur Tugade.

To break the impasse, Tugade proposed to build the common station between the SM City North EDSA and Trinoma Mall.

During the Aquino administration, the then Department of Transportation and Communications (DOTC) proposed two common stations  – one close to SM City North EDSA mall and the other near the Trinoma Mall to connect the three rail systems.

It was supposed to be a compromise for an earlier agreement with SM Prime Holdings, Inc. (SMPHI) which did not materialize and the project has been in a legal entanglement ever since.

On September 28, 2009, the Light Rail Transit Authority (LRTA) forged an agreement with SMPHI to build a common station near The Annex at SM City North EDSA.

However, three years later, on May 29, 2013, the DOTC decided to locate the common station near the Ayala Group’s Trinoma Mall to cut costs.

On July 30, 2014, the Supreme Court issued the restraining order after SMPHI filed a petition to stop the construction of the common station and it has not been lifted for two years now.

This week, the Transport Secretary disclosed he has spoken to Metro Pacific Investments Corp. (MPIC) and Ayala Corp. (the joint venture of Light Rail Manila Corp.) plus other parties involved in the dispute over the common station.

“I hope I can get the parties to agree in the first 100 days. We can tackle the issues in terms of policies and agreements, in the first 100 days,” he reiterated.

As of May, this year, the Supreme Court ruled that the LRTA and DOTC still cannot proceed with the transfer of the common station from The Annex at SM City North Edsa to the front of Trinoma Mall in North Avenue Quezon City.

The high court also deferred action on SMPHI’s petition for an injunction until the Pasay City Regional Trial Court (RTC) makes a final decision on the civil action that SMPHI filed against LRTA and the DOTC in June 2014.

SMPHI sued both government agencies for specific performance and damages. The company maintained that the transfer of the common station violated a 2009 memorandum of agreement with LRTA that it should be constructed in front of SM City North Edsa.

The holding firm of tycoon Henry Sy also argued that the National Economic Development Authority (NEDA) approved the location on July 7, 2009, and SMPHI paid LRTA P200 million as naming rights in exchange.

The DOTC bundled the LRT-MRT common station in the P65-billion LRT Line 1 Cavite Extension Project – the biggest public-private partnership initiative of the Aquino administration.

DOTC relocated the common station after a study showed government can save P800 million to P1 billion if the station is built close to Trinoma, the adjacent mall owned by SMPHI’s rival, Ayala Land, Inc.

Gov’t targets 17 PPP auctions by 2017

THE DUTERTE ADMINISTRATION aims to auction off up to 17 public-private partnership (PPP) projects until next year as the government struggles to catch up with the country’s infrastructure backlog, the state socioeconomic planning chief said yesterday.

National Economic and Development Authority (NEDA) Director-General Ernesto M. Pernia said PPP projects already under various stages of procurement will be pursued by the Duterte administration, with 17 projects targeted to be auctioned off by end-2017.

“We will try to do all of those between now and the end of 2017, maybe even earlier,” Mr. Pernia told reporters on the sidelines of a briefing in Manila.

“Unless there are problems with those projects, I think most of them can go,” he added.

“Those up for NEDA Board approval are part of the low-hanging fruits. It’s the last hurdle for the project before bidding it out.”

Mr. Pernia said the NEDA Board may convene shortly after President Rodrigo R. Duterte’s first State of the Nation Address on July 25 to approve the first batch of such projects.

The projects, which had already been on the PPP pipeline under former President Benigno S.C. Aquino III, are estimated to be worth some P580 billion, according to Bangko Sentral ng Pilipinas Deputy Governor Diwa C. Guinigundo.

The 17 targeted projects could include the P170.7-billion South Line of the North-South Railway Project, the P23.2-billion connector road between the North and South Luzon expressways, and a cumulative P108.19 billion to develop, maintain, and operate regional airports, according to a list on the PPP Center’s Web site dated July 1. Those that could be auctioned off this year include the Light Rail Transit Line 6 Project, for which submission of pre-qualification documents has been set on September 9.

Contracts for 12 PPP projects cumulatively worth P217.4 billion were awarded under the Aquino administration shortly after it started its six-year stint in the third quarter of 2010.

Mr. Pernia said the newly seated administration will likely retain current PPP Center Executive Director Andre C. Palacios “for a while” so as not to disrupt the implementation of various infrastructure projects, and to manage a smooth transition to a new head who Mr. Duterte will appoint.

“All those PPP projects that are already shovel-ready are going to be implemented. As I said, this administration will not do what the last administration did... to stop a project for two years. We will just continue them,” Finance Secretary Carlos G. Dominguez III said during the briefing.

“We want jobs to be created right away, we want the economy to chug along and even accelerate,” Mr. Duterte added.

Also part of the plan is to trim the period between project proposal and award of contracts to less than two years from the current 2.5-year average.

“We plan to reduce the time... from the start to bidding. The average length of time spent from the consideration of project proposal to bidding is about 29-30 months. We will try to cut that down to a third maybe, so things will move faster,” Mr. Pernia said.

“There are many layers of approval, so we were thinking of reducing the layer and the number of departments that have to approve the project.”

24/7 CONSTRUCTION EYED
The government also aims to ensure round-the-clock construction of public works.

“We are considering 24/7 construction for major Metro Manila projects, maybe even projects in Cebu and Davao. This is in recognition of economic costs of project delays, the estimate is about P2.3 billion a day,” Budget Secretary Benjamin E. Diokno said.

“To get things done much faster, we will work 24 hours, seven days a week. That also will impact on employment -- from one shift to two shifts of workers.”

The Budget chief said this change will cover “major” road projects under PPP and other high-impact programs.

“We have to coordinate first. We have to take into account also the capability of our contractors, but we’ll try our best, most probably within the year,” incoming Public Works Secretary Mark A. Villar told reporters, noting that officials are yet to finish looking at pending projects that they will prioritize for 24/7 work.

“We are playing a lot of catch-up here... We have to realize that we have to make more roads, fix the roads and make them wider,” Mr. Dominguez said.

In particular, he named a 200-hectare reclamation plan between Lanang and Davao River as a major project in Mindanao.

The Duterte administration’s 10-point economic agenda include boosting infrastructure spending to at least 5% of gross domestic product every year.

Susan Roces, the original and legendary Queen of Philippine Movies, heads the roster of July birthday celebrants.  Inday Susan, as she is called by her close relatives and friends, will celebrate her 75th birthday on Thursday, July 28. ABS-CBN's Congressional Franchise Renewal under the new Administration

ABS-CBN Corporation, the Lopez Media Holding Company, is seeking to renew the 25-year congressional franchise in the next congress of the Philippines under the presidency of Rodrigo R. Duterte would be happen.
It claims to be extended again for the next 25 years (up to 2045). The bill was filled by outgoing and losing Baguio City Representative Nicasio Aliping in September 2014, but it will re-used by Muntinlupa City Rep. Ruffy Biazon and Laguna Province 3rd District Rep. Sol Aragones since June 30, 2016..

Politicians ‘absent’ on Sinulog

Local and national politicians, who usually go to Cebu to join the Sinulog celebration, were obviously not around yesterday.

Among the very few political figures spotted watching yesterday’s Grand Parade, and a first timer in witnessing the celebration, was Senator Lito Lapid, who was all praises for the event.
“Maganda ito. Kakaiba ito. Napakaganda,” said the senator in an interview with The Freeman at the VIP designated stage at the Cebu City Sports Complex.
Lapid, who is now on his last term as senator, said his province in Pampanga also has Sinulog, which they copied from Cebu since 1995, when he was still the governor.
“Pero iba ang Sinulog ng Cebu. Kayo ang nauuna, eh,” Lapid added.
Lapid was joined by his son, Mark, who is most likely to follow the footsteps of his father.
Mark said, though, he is not yet sure whether he will run for senator.
“Hindi pa natin masasabi na tatakbo ako, pero baka tatakbo,” the younger Lapid said.
The veteran senator, one of the country’s most popular action stars, nevertheless said during the interview, “to support his son.”
Aside from the older Lapid, no other national politicians were spotted unlike before wherein Senators Ramon “Bong” Revilla, Jr., Joseph Victor “JV” Ejercito, and Allan Peter Cayetano as well as Vice President Jejomar Binay, were usually present in the celebration.
Revilla obviously could not attend the event, though, as he is currently in jail.
Binay was supposed to be the guest of honor but did not make it as he attended the mass at the Quirino grandstand officiated by Pope Francis.
The celebration was nevertheless a star-studded one as usual with the presence of some popular movie stars like Kim Chiu, Maja Salvador, Enchong Dee, Gabby Concepcion, cast of Once Upon a Kiss, and beauty queens Shamcey Supsup and Venus Raj.

"Recently reconciled actresses Kim Chiu and Maja Salvador hit the Sinulog 2015 festival scene with former Ina, Kapatid, Anak co-star Enchong Dee, along with other celebrities. 

Kim and Maja were spotted together with some of their fellow ABS-CBN stars to promote Sunday noontime show ASAP. They were photographed riding the float and eating with their celebrity friends.

The two former co-stars buried the hatchet after a feud following Maja's involvement with Kim's ex-boyfriend Gerald Anderson. The fight spread online, with their respective supporters airing their own thoughts and opinions. 

It’s all water under the bridge. 

Actress Kim Chiu finally broke her silence after reports came out that she and ex-boyfriend Gerald Anderson, and former bestfriend Maja Salvador, have reconciled. (READ: Maja Salvador in showbiz: 10 and going further) 

Kim, who left for the United States along with other Star Magic artists, told ABS-CBN that she was glad that everything happened days before her birthday. 

Kim will celebrate her birthday on April 19.

“Of course, I'm very happy. Sobrang relief na magbi-birthday ako na parang wala akong problema (I’m very happy. It’s a huge relief that I’ll be celebrating my birthday with no problem),” the former Pinoy Big Brother: Teen Edition winner said.
When asked if this was one of her wishes for her special day, Kim said: “Hindi naman 'yun plinano, pero parang wala naman na talaga so bakit ka pa magho-hold nggrudge?” (it wasn’t planned but it’s really nothing. Why should I hold a grudge?)
She also said that she is happy that the 3 of them could now move on from the controversy.
In an earlier interview, Gerald confirmed that he and Kim patched things up after a meeting last March.
“It's true, it’s true. It’s good. Everyone is happy,” he said.
The feud started in 2013, at the height of the teleserye Ina, Kapatid, Anak when Maja admitted that she started dating Gerald who was Kim’s former boyfriend. That led to the estrangement of the once close friends.
Later that year, Maja confirmed that she and Gerald became a couple.
Maja can currently be seen on the hit show The Legal Wife, while Kim can be seen on Ikaw Lamang, opposite Coco Martin. On the other hand, Gerald stars alongside Anne Curtis in Dyesebel.

Presently, Maja and Gerald are in a relationship, while Kim is still linked to rumored beau and co-star Xian Lim. Kim and Gerald, on the other hand, patched things up last March
