Construction of LRT1 Cavite extension 'full steam ahead'

The first 5 stations of the LRT1 Cavite extension are expected to begin operations by the 4th quarter of 2021

The construction of the Light Rail Transit Line 1 (LRT1) Cavite extension is "full steam ahead," said the Department of Transportation (DOTr) on Tuesday, May 7.

The 11.7-kilometer railway extension project started construction in April. A ceremony was held on Tuesday to mark the beginning of the construction.

The groundbreaking ceremony for the Cavite extension was actually held back in May 2017. But the project faced right-of-way issues, delaying construction several times.

In a statement on Monday, May 6, the Department of Transportation (DOTr) said they have since relocated informal settlers, addressed issues with utilities, and cleared the construction yard.

The right-of-way acquisition is about 90% completed too, the DOTr said.

Partial operations for the first 5 stations – Redemptorist, MIA, Asiaworld, Ninoy Aquino, and Dr Santos – should start by the 4th quarter of 2021.

The Cavite extension will be connected to the existing system immediately south of the Baclaran Station, and run all the way to Niog, Cavite.

It is expected to cut travel time from Manila to Cavite to 25 minutes from over an hour, and would expand the current LRT1 capacity from 300,000 to 800,000 by the time it is completed.

Light Rail Manila Corporation (LRMC) took over the operations, maintenance, and extension of the LRT1 in September 2015, after bagging the P64.9-billion ($1.25-billion) LRT1 Cavite extension deal.

LRMC is a consortium of Ayala Corporation, Metro Pacific Investments Corporation, and the Macquarie Group.

Construction of LRT1 Cavite extension kicks off

Almost five years after the project was awarded to a private proponent, the construction of the Light Rail Transit Line 1 (LRT1) Cavite Extension has finally begun on Tuesday.

The P64.9-billion project was awarded to the Light Rail Manila Corp. (LRMC) in September 2014.

The LRMC is a consortium of the Ayala Corporation, Metro Pacific Light Rail Corporation, and Macquarie Infrastructure Holdings.

The LRMC, however, only took over the operations and maintenance of the LRT1 rail system in September 2015.

Under the deal, the private operator shall manage the LRT1 for 32 years, during which it will also extend the line by 11.7 kilometers to 32.4 km from the current 20.7 km.

The contract states that the LRMC, as the private partner, will undertake the design, construction, and financing of the Cavite Extension, as well as the operation and maintenance of the integrated system upon completion of the project.

The project, however, took much longer to be implemented as the project was originally approved by the National Economic and Development Authority (NEDA) Board last August 25, 2000.

“After 18 years, eight months, and 13 days” the project is finally starting full-blown construction, Transportation Undersecretary for Raile Timothy John Batan said during the ceremony of the LRT-1 Cavite Extension’s construction kickoff in Parañaque City.

The project will extend the LRT1’s last station in Baclaran all the way to Bacoor City in Cavite.

The additional 11.7-kilometer line is comprised of eight new stations namely, Redemptorist, MIA, Asiaworld, Ninoy Aquino, Dr. Santos, Las Piñas, Zapote, and Niog. The project also includes provisions for the construction of two additional passenger stations — Manuyo and Talaba.

Once the project is complete, the Cavite Extension will extend LRT1 from its current 20 km to 32.4 km, accommodating up to 800,000 passengers daily nearly doubling its current average ridership of 458,000 passengers a day.

Travel time from Cavite to Baclaran will be reduced from one hour and 10 minutes to only 25 minutes.

Partial operations from Baclaran to Dr. Santos Station is targeted to be completed by the fourth quarter of 2021.

To recall, former President Benigno Simeon Aquino III in 2013 said that he, along with former Transportation and Communciations Secretary Emilio Joseph "Jun" Abaya, was willing to be run over by a train if the project does not materialize by 2015.

Then Communications Secretary Herminio "Sonny" Coloma would later say Aquino's "statement (in 2013 should) not be taken literally."

Abaya earlier said that the delays were caused by the failure in the project's bidding process under the Public-Private Partnership (PPP) Program. — MDM, GMA News

Construction of LRT-1 Cavite extension kicks off

After a two-year delay, the construction of the Light Rail Transit (LRT-1) Cavite extension finally began onTuesday.

Government officials previously announced that the construction would start on June 2017, a month after they broke ground for the project. The Department of Transportation (DOTr) explained that right of way issues impeded work on the P64.9-billion railway.

The LRT-1 currently has 20 stations from Roosevelt in Quezon City to Baclaran in Pasay City. In the extension project, eight new stations will be built in Aseana, Manila International Airport, Asia World, Ninoy Aquino, and Dr. A. Santos stations in Parañaque City, Las Piñas and Zapote stations in Las Piñas City, and Niog station in Bacoor, Cavite.

The 11.7-kilometer extension is expected to increase the entire LRT-1 passenger load from 300,000 to 800,000 daily.

Once operational, it will cut travel time from Bacoor, Cavite to Metro Manila by two hours and 40 minutes.

The DOTr said the railway project will be partially operational in 2021.

PNR asked to distribute Mabalacat railway lands

MABALACAT City Mayor Crisostomo Garbo has asked the Philippine National Railways (PNR) to distribute the lands inside the train tracks here to some 6,456 families or 29,052 informal settlers.

Garbo, in his letter to PNR board chairman Roberto Lastimoso and general Manager Junn Magno dated April 26, 2019, stated that the properties should be distributed to the actual occupants if the railway corporation will no longer utilize the train’s old alignment.

“Should the subject PNR property shall no longer be used considering the entirely different line where the North-South Commuter Railway Extension (NSCR-Ex) Project shall be constructed, the city government of Mabalacat humbly proposes and requests that the same be distributed to its bona fide Mabalaqueño occupants,” Garbo told Lastimoso and Magno.

On January 8, 2018, the Department of Transportation (DoTr) invited the city government of Mabalacat to an orientation, briefing and coordination on the flagship projects of President Rodrigo Duterte, which is the railway extension from Malolos, Bulacan to Clark Freeport, according to the mayor.

“As one of the local government units where the proposed railway shall pass through, our cooperation and support was sought to ensure smooth and coordinated implementation of the project,” Garbo said.

During the meeting, it was revealed that the new railway will no longer be aligned along the old track based on the official plan.

“A close perusal of the official plan of the North-South Commuter Railway Extension Project will show that the new railway line shall no longer be using the PNR right of way, as the instant project shall be constructed in a different location far from the latter,” he added.

Considering the apparent abandonment of the subject PNR property, Garbo is inquiring the agency’s plans for the properties.

Garbo assured the PNR officials that the local government is willing to cooperate and assist the agency and other departments in the distribution of the property.

The mayor said that city planning officer Rosann Paquia was designated to take charge of all coordination and communication with the PNR regarding the LGU’s proposal.

“It is but our foremost aspiration that no Mabalaqueño shall be an informal settler in Mabalacat,” Garbo told the PNR executives.

DOTr: LRT-1 extension will more than double the line’s daily capacity

If you’re one of the Caviteños in the Manila workforce, then this is something you’re surely looking forward to: The Department of Transportation (DOTr), the Light Rail Transit Authority, and the Light Rail Manila Corporation have announced the start of construction of the LRT-1 Cavite Extension project tomorrow, May 7, 2019.

The project will stretch the current LRT-1 railway from Baclaran to Niog in Bacoor, Cavite, and is set to begin partial operations in the fourth quarter of 2021.

The project broke ground during a ceremony in May 2017. It marked the beginning of the painstaking pre-construction phase, which has been completed only recently. The DOTr further elaborated the process in its Facebook post:


Eight new train stations will be positioned along the 11.7km rail-line extension, which is expected to significantly increase the transit system’s capacity from 300,000 to 800,000 passengers daily. The new stations will be located in Redemptorist, MIA, Asiaworld, Ninoy Aquino, Dr. Santos, Las Piñas, and Zapote.

According to the DOTr, the mock-ups of 120 light rail vehicles have been delivered in January. The agency also claimed that all is set for the expansion of the Baclaran Depot and the building of the new Zapote Depot.

DOTr, LRTA, LRMC begin today full-blast construction of LRT-1 Cavite extension

The full-blast construction of the LRT-1 Cavite extension project starts today, the De­partment of Transportation (DOTr), Light Rail Transit Authority (LRTA), and Light Rail Ma­nila Corporation (LRMC) announced Monday.

What commences tomorrow (May 7) is the actual construction of the extension line, fulfill­ing the decades-old promise of connecting the province of Cavite to Metro Manila through a railway network, they said.

Tomorrow’s (May 7) ceremony marks a substantial movement from the groundbreaking rite held in May 2017, which was actually intended to mark the start of pre-construction activities then of the rail extension project, they said Monday in a statement.

Since the start of pre-construction activities in May 2017, the DOTr and the LRTA immediately proceeded to the gargantuan task of resolving the Right-of-Way Acquisition (ROWA).

“The ROWA process for LRT-1 Cavite ex­tension started way back in 2007. But when the Duterte administration took over in July 2016, 0 percent of the ROW was certified as ‘free and clear’ by an independent consultant (IC),” a press statement stated.

But through the political will and industry of transport officials under the leadership of DOTr Secretary Arthur P. Tugade, the ROWA process has now been completed, and the right of way for nearly the entire stretch of the rail extension line to Cavite was certified “free and clear” by the IC.

During the pre-construction phase, as well, the DOTr and LRTA accomplished the reloca­tion of Informal Settler Families (ISFs), utili­ties, and clearing of the construction yard.

Further, the delivery of 120 Light Rail Ve­hicles (LRVs), the mock-up of which has been delivered in January this year, is on track to meet the target of partial operations by the fourth quarter of 2021.

All things are also set for the start of expansion of the Baclaran Depot and the construction of the new Zapote Depot.

The LRMC is also ready to commence construction of the viaducts and the eight new train stations, as over 90 percent of the ROW of Package 1 has been certified free and clear by the IC.

With all these preparations and pre-con­struction activities accomplished, we are now ready to start the actual construction of the LRT-1 Cavite Extension.

"If I haven't ridden on it by 2015, I will be severely disappointed," Aquino also said in 2012.

Abaya earlier said that the delays were caused by the failure in the project's bidding process under the Public-Private Partnership (PPP) Program.

"When the president made that announcement we were still leading up to the bid. No one plans for a failure of bid. We were highly guarding the passenger side, no one showed up at the day of bidding," he said in July 2015.

For his part, then-Communications Secretary Herminio "Sonny" Coloma said that Aquino's remarks were not to be taken literally.

"Since the start of pre-construction activities in May 2017, the DOTr and the LRTA immediately proceeded to the gargantuan task of resolving the Right of Way Acquisition (ROWA)," the DOTr said Monday.

"With all these preparations and preconstruction activities accomplished, we are now ready to start the actual construction of the LRT1 Cavite Extension," it elaborated.

Looking ahead, the DOTr said the extension is expected to be partially operational within the next two years.

"We are training our sights on partial operability of the first five stations of the extension line in two years, or by 2021, to give Filipinos the comfortable life they deserve through enhanced mobility and connectivity," it said. — BM, GMA News

DoTr still wants private firm to take over MRT-3

THE Department of Transportation (DoTr) said it will continue to seek a private company to take over the operations and maintenance (O&M) of the Metro Rail Transit Line 3 (MRT-3), once the new Japanese contractors finish the rehabilitation of the railway system in two years.

“Long-term and multi-phased ’yung strategy natin for MRT-3.… Phase 3 natin ’yung longer-term natin na operations and maintenance. Meron tayong ongoing review ng unsolicited proposal for the operations and maintenance of MRT-3 [Our strategy for the MRT-3 is long-term and multi-phased…. Phase 3 is the longer-term operations and maintenance of the MRT-3. We have an ongoing review of an unsolicited proposal for this],” Transportation Undersecretary for Railways Timothy John R. Batan told reporters last week.

Last Tuesday, the government officially turned over the rehabilitation and maintenance works of the MRT-3 to Japanese firms Sumitomo Corp. and Mitsubishi Heavy Industries, Ltd. (Sumitomo-MHI) together with TES Philippines, Inc. (TESP).

Mr. Batan said this project is only Phase 2 of the government’s planned approach to improve the MRT-3 system. The last phase would be the entry of a private firm to handle the train line’s O&M — similar to what was done in the Light Rail Transit Line 1 (LRT-1) which is handled by Light Rail Manila Corp. (LRMC).

“The hybrid policy calls for us getting the private sector to operate our existing lines, operate and maintain, and it’s just consistent with that,” he said.

In 2017, a group composed of Metro Pacific Investments Corp. (MPIC), Ayala Group and Macquarie Infrastructure Holdings (Philippines) Pte. Ltd. was given original proponent status (OPS) for its O&M proposal for the MRT-3. The three firms had formed LRMC to operate and maintain LRT-1.

Mr. Batan noted the unsolicited proposal of MPIC is still “ongoing review” at the moment.

“Meron lang kasi tayong some legal issues na nire-resolve. As you may know, meron tayong ongoing arbitration for MRT-3, and part ’yan ng mga considerations natin in the timing of the different phases [We just have some legal issues to resolve. As you may know, we have an ongoing arbitration for MRT-3, and that’s part of our considerations in the timing of the different phases],” he said.

In 2009, MRT-3 contractor Metro Rail Transit Corp. (MRTC) filed an arbitration case in Singapore alleging the Philippine government of delayed equity rental payments in its signed agreement.

MPIC has control in MRTC through a cooperation agreement signed in 2010.

Mr. Batan noted the review of MPIC’s unsolicited proposal is moving forward in parallel with the settlement of the arbitration case.

MPIC President and Chief Executive Officer Jose Ma. K. Lim said in January the company may need to “reconfigure” its MRT-3 proposal following the entry of the Japanese firms. In February, MPIC Chairman Manuel V. Pangilinan said it may be best to “just wait word from the government.”

Ayon sa Department of Transportation, mapapaiksi ng palalawiging linya ng tren ang isang oras at sampung minutong biyahe patungong 25 minutong commute mula Bacoor, Cavite hanggang Baclaran.

Ang Baclaran ang kasalukuyang nagsisilbing dulong istasyon ng ng LRT-1 malapit sa Baclaran Church sa Lungsod ng Parañaque.

MRT back in shape by ’21

The Department of Transportation (DOTr) targets to bring back Metro Trail Transit line 3 (MRT-3) to its original design train capacity and operating speed by the  end of the two-year rehabilitation of the line in first quarter of 2021.

The DOTr on Tuesday officially turned over the rehabilitation and maintenance contract of MRT-3 to the group of Sumitomo Corp.,  Mitsubishi Heavy Industries (MHI) and the latter’s  subsidiary, TES Philippines (TESP)

Timothy John Batan, DOTr undersecretary for railways, told reporters the target is to bring  back to 20 by 2021  the number of train sets operating the line from the present 15.

The rehabilitation of the train system has started in February this year.

Sumitomo commenced procurement of tracks, train parts, and other necessary components for the comprehensive rehabilitation and maintenance of MRT-3.

 The train speed is also expected to double by from 30 to 60 kilometers per hour, and slash by half the waiting time from 7 to 10 minutes to just 3.5 minutes.

Batan said new rails will start coming in as early as July.

Effective  May 1, Sumitomo-MHI-TESP will undertake the overhaul of all of MRT-3’s 72 light rail vehicles, replace all mainline tracks, rehabilitate power and overhead catenary systems, upgrade signaling, communications and CCTV systems, and fix all of MRT-3’s escalators and elevators, among other system repairs and improvements.

 As the original designer, builder, and maintenance provider of the MRT-3 for 12 years, Sumitomo-MHI-TESP brings with it an extensive track record in railway engineering, construction, and maintenance, and is best fit for the challenging task of restoring MRT-3 to its design condition.
