NEDA prefers solicited bids for MRT-3, LRT-2 operations, maintenance
The National Economic and Development Authority (NEDA) prefers to get solicited bids for the operations and maintenance (O&M) of the Metro Rail Transit Line 3 (MRT-3) and Light Rail Transit Line 2 (LRT-2), Secretary Arsenio Balisacan said.
Balisacan said solicited proposals have better chances of producing “a good winner."
"You really don't know what's a good proposal until you see all the proposals on the table. You miss that when it is unsolicited," he told reporters on the sidelines of a media training organized by the Economic Journalists Association of the Philippines at Wynwood Hotel in Pasig City over the weekend.
"I think, our direction is to get the operations and maintenance done by the private sector. So we are studying that. I don't think that the DOTr (Department of Transportation) already submitted a proposal to the NEDA board, but they are studying that," Balisacan said.
Balisacan said the proposal will need to be submitted to NEDA.
"Then we will present it to the NEDA Board or NEDA secretariat. We'll see the pros and cons of the proposal. But of course, we prefer solicited versus unsolicited, because if it's solicited you tend to get better chances of getting a good winner," he said.
The MRT-3 is operated by Metro Rail Transit Corp. (MRTC) while the LRT-2 is under the Light Rail Transit Authority (LRTA).
The build-lease-transfer agreement between the government and the MRTC is set to expire in 2025.
Earlier this year, the DOTr said it is planning to combine the O&M of the MRT Line 3 and the LRT Line 2.
DOTr Undersecretary for Railways Cesar Chavez disclosed that under the proposed plan, the MRT-3 will be transferred to the LRTA.

Phase 1 of LRT1 Cavite extension at 94.1% progress rate, commercial ops eyed in Q4 2024 —LRMC
The first phase of Light Rail Transit Line 1’s (LRT1) extension all the way to Bacoor, Cavite is nearing completion as private operator Light Rail Manila Corporation (LRMC) eyes starting the extended line’s commercial operations by the last quarter of 2024.
Phase 1 of the LRT1 Cavite Extension Project covers the first five additional stations spanning 6.7 kilometers within the city of Parañaque, namely Redemptorist, MIA, PITX Asia World, Ninoy Aquino, and Dr. Santos.
In a statement on Friday, LRMC said Phase 1 of the project was at an overall progress rate of 94.1% for its civil and system works as of end-September 2023.
“We are optimistic that in less than a year, we are to begin the commercial operations of the LRT1 Cavite Extension Phase 1 Project. The overall progress rate is a good signal to usher the country into an era of modern railway experience where passengers can take advantage of world-class amenities, user-friendly and PWD-friendly facilities, high standards of safety and security, and value-added services,” said LRMC president and CEO Juan Alfonso.
The construction of the first five stations of the LRT1 Cavite Extension Project are in various stages of development.
LRMC said the Redemptorist Station, which will be the next station after the existing Baclaran station, registered an 86.3% completion rate.
The MIA Station, which will be the closest station to the airport, was at 86.9% completion; while the Asia World Station, which will be connected to the Paranaque Integrated Terminal Exchange (PITX), was at 72.9%.
Meanwhile, the Ninoy Aquino Station registered a completion rate of 81.5%.
The last station of the phase, Dr. Santos, which will have an interconnection to the nearby SM City Sucat, was at a 90.5% completion rate.
As to the Cavite leg of the project, the company earlier said that delays in the delivery of right-of-way are hampering the start of ground works.
The segment covers the last three stations of LRT1 Cavite Extension Project, namely Las Piñas, Zapote, and Niog.
