Silang asks DPWH to resolve right-of-way issues to complete Cavite-Laguna Expressway
The local government of Silang, Cavite asked the Department of Public Works and Highways to resolve the remaining right-of-way issues of the Cavite Laguna Expressway of MPCALA Holdings Inc. to speed up the completion of the whole project.
“We are very willing to help MPCALA and the national government to fast-track the opening of the Calax Silang [Aguinaldo] Interchange. Right now, we are planning to set up a meeting with the owner of the land to discuss the right-of-way issues. Maybe, we can get a compromise agreement before the end of the year,” Silang Mayor Kevin Anarna said in a statement.
About 64 percent of Calax Silang (Aguinaldo) Interchange subsection of the CALAX project was completed so far.
MHI earlier said the target date for the opening of the subsection had been moved several times, with the latest being December 2022.
It said one critical portion for the completion of the interchange is the undelivered ROW of about 450 meters of land, which is owned by a private corporation.
The ROW issues prevent the progress of continuous works, including the construction of drainage and bridge, excavation and roadway earthworks, and installation of fence and coco net.
Anarna said the delay in completion of the CALAX subsection had hampered the development of the inner roads of the municipality.
“Once the CALAX Silang [Aguinaldo] Interchange is completed, we can now start the construction of inner roads so that we will be accessible to local tourists and investors who want to invest in Silang,” Anarna said.
The fifth of the eight segments of the 45-kilometer expressway spans 3.9 km, with 2×2 lanes from Silang East Interchange to Aguinaldo Highway. Upon completion, this will serve more motorists, including the 298,000 Silang residents, given the reduced traffic situation.
The average daily traffic is 33,000 from Mamplasan to Silang Ease interchange. This is expected to increase to 40,000 when the Silang (Aguinaldo) Interchange opens, thus easing the usual bottleneck along the 41-km Aguinaldo Highway—the busiest main thoroughfare in Cavite—as well as Governor’s Drive and Sta. Rosa-Tagaytay Road.
Anarna said that as construction works were underway, traffic in the area was heavy, especially during weekends.
Anarna said Silang (Aguinaldo) Interchange’s rapid completion would ease the heavy traffic, encouraging more people not only to pass by their municipality to neighboring towns and cities, but also to visit and see its natural wonders, tourist spots, and other attractions.
The completion of the interchange is very important because Silang is preparing for the upcoming two international horticulture events that will be hosted by the town in January and April next year, he said.
“We want to be known as the ‘Botanical Garden of the Philippines,’” Anarna said.

NLEX Connector Caloocan-España set to open
NLEX Corp. announced on Wednesday that the Caloocan-España segment of its connector road project is now more than 90% complete and can be opened to motorists in December this year.
“This project augurs well for the transport industry as we expect trucks to have an easier access to trading centers in Central and Northern Luzon without having to squeeze through congested roads in Metro Manila,” NLEX President and General Manager Jose Luigi L. Bautista said at the first Transport Con forum in Pasay City.
“The first of two sections (that is, from Caloocan to España) is more than 90% complete and can be opened by next month,” he added.
The P23.3-billion eight-kilometer connector road project, on which construction started in May 2019, is an all-elevated four-lane toll expressway extending NLEX southward from the end of Segment 10 in C-3 Road, Caloocan City to Sta. Mesa, Manila, and connecting to the Skyway Stage 3, mostly along the route of the Philippine National Railways rail line.
When completed, the project is expected to cut travel time from South Luzon Expressway to NLEX from two hours to 20 minutes and reduce travel time from Clark to Calamba from about three hours to one hour and 40 minutes.
The project is expected to benefit at least 35,000 motorists or vehicles per day and improve connectivity between Ninoy Aquino International Airport and Clark airports.
NLEX Corp. said its NLEX Transport Con is “envisioned to be institutionalized as an annual event with the aim of tackling business continuity challenges, growth opportunities, and emerging trends relevant and beneficial to the transport sector.”
NLEX Corp. is part of Metro Pacific Tollways Corp., the tollway unit of Metro Pacific Investments Corp. (MPIC).
MPIC is one of three key Philippine units of Hong Kong-based First Pacific Co. Ltd., the others being Philex Mining Corp. and PLDT, Inc.

LRT-1 train set order from Spain, Mexico partially delivered

LIGHT RAIL Manila Corp. (LRMC), the private operator of Light Rail Transit Line 1 (LRT-1), said on Monday that 20 out of the 30 train sets manufactured in Spain and Mexico have arrived in the Philippines.
“Completion of delivery is targeted before 2023 ends,” LRMC Spokesperson Jacqueline S. Gorospe told BusinessWorld in a phone message on Monday.
Spanish railway vehicle company Construcciones y Auxiliar de Ferrocarriles (CAF) recently announced the completion of the 30 train sets, of which 28 were made in Mexico and two in Spain.
LRMC said CAF started the production of the train sets in 2019 following a tender by the Department of Transportation.
The passenger train sets measure 106 meters in length and are 2.59 meters wide, with the maximum design speed at 70 kilometers per hour, according to LRMC.
“Each train set consists of 4 light rail vehicles (LRVs) and can accommodate over 1,300 passengers per trip,” the company said in a statement.
“Inside, the driver station features a modern design, and there is monitor that shows the temperature inside each LRV. The new train set is PWD-friendly with special areas for wheelchairs,” it added.
LRMC is currently constructing the 11.7-kilometer Cavite extension of the LRT-1 line.
The project is expected to benefit 800,000 passengers daily, cutting down the travel time between Baclaran and Bacoor from one hour and 10 minutes to just about 25 minutes.
“Total travel time for the full line from Quezon City to Cavite will take about 70 minutes,” LRMC said.
LRMC is a joint venture of Ayala Corp., Metro Pacific Light Rail Corp. and Macquarie Infrastructure Holdings (Philippines) Pte. Ltd.
