New DOTr chief seen to continue projects, policies

Former Transportation Secretary Arthur Tugade vowed support for his successor Jimmy Bautista, as the latter committed to continuing the “big-ticket” projects and policies of the department.
In a statement on Thursday, Tugade called on government workers and officials under the DOTr to “give the same, if not more,” amount of support to President Ferdinand "Bongbong" Marcos Jr. who took his oath of office Thursday.
“We shall extend the needed help and support we can give to the new administration, for their success is the success of the Filipino people,” he said.
He thanked former President Rodrigo Duterte for trusting him with the DOTr for six years, his coworkers in the DOTr and attached agencies, and development partners.
“Looking at how far we have come, I can proudly say that our toil was not in vain,” he said.
He also thanked the public for their support for the DOTr.
“Kayo ang naging pangunahing rason sa pagtupad ng aming mandato at pagtupad sa utos ng ating mahal na Pangulo to make the life of the Filipino people comfortable and convenient (You are the primary reason for us to perform our mandate for the realization of the order of our beloved President to make the life of the Filipino people comfortable and convenient),” he said.
As he and officials step down, he noted that he is still “full of hope and enthusiasm” to give Filipinos an improved quality of life.
“As what we have vowed six years ago, we shall be leaving this organization better than what it was before we came in,” he said.
At noon Thursday, Marcos took oath as the 17th President of the Philippines and was sworn in by Supreme Court Chief Justice Alexander Gesmundo at the National Museum in Manila.
Within the same day, Marcos is set to administer the mass oath-taking of his Cabinet Secretaries at the Malacañan Palace and host an inaugural dinner.
Lani Cayetano vows comfortable lives for Taguig residents

Taguig Mayor Lani Cayetano vowed to continue the various programs initiated by her predecessor and brother-in-law, Lino, who prioritized the health and safety of residents at the height of the coronavirus pandemic in 2020. She also assured efforts to ensure peaceful and comfortable lives for her constituents, as she took her oath as the city's chief executive on Thursday.
"Tahimik at komportableng buhay yan po ang ating dalangin para sa bawat pamilyang Taguigeño. Patuloy po tayong kikilos sa pag-abot mga pangarap natin ito (Peaceful and comfortable lives, that is our prayer for every family in Taguig. We will all work to ensure that we reach these dreams)," Cayetano said in her speech during the inauguration rites at the Senator Rene “Campañero” Cayetano Memorial Science and Technology High School.
Lani, the wife of Senator-elect Alan Peter Cayetano, returned as the city's mayor after completing a single three-year term as the representative of the city's second district.
"As we begin our work officially at noon time today, we commit to intensify the local government’s effort in reaching our goal to be a truly loving and caring city," she added.
Cayetano also urged all Taguig residents to cooperate and unite with her administration to expedite its further growth and improvement even as she vowed to be transparent and accountable at all times.
"Ibibigay natin sa publiko ang isang (we will give to the public) accountable local government with full transparency. We will be in close coordination with law enforcers, CVOs (civilian volunteer organizations), and medical front-liners to ensure public order and safety," she added.
While working hard to ensure the continued economic progress of Taguig, Cayetano said they will revisit the business policies of the city to make it the "best city to invest and do business in".
"On this very special day, I like to take a moment to honor my beloved husband Alan, now Senator Alan Peter Cayetano, for his unwavering passion for good governance that has always been a guiding light for me," she added.
Cayetano also urged all of her constituents to share in the responsibility of building a loving and caring city. (PNA)
Marcos vows to complete infra projects on schedule, unveil infra plan

President Ferdinand "Bongbong" Marcos Jr on Thursday promised he will complete ongoing infrastructure projects during this term.
“I will complete on schedule the projects that have been started. I am not interested in taking credit. I want to build on success that’s already happening," Marcos Jr said during his inaugural speech delivered Thursday.
Last week, then-President Rodrigo Duterte appealed to his successor to continue the projects that had been started.
Like the country's first subway system, majority of the projects remain under construction while some have yet to be approved.
Only 15 out of 112 projects in the pipeline had been completed as of January this year, according to the Senate Economic Planning Office.
“We will be presenting the public with a comprehensive infrastructure plan, 6 years could be just about enough time,” Marcos added.
Marcos also vowed to spread progress throughout the country "so that no investment is wasted."
Fitch Solutions has said Marcos was the perfect fit in terms of policy continuity due to his and Duterte's similar economic stance.
Although the increased public spending could boost the economic recovery, Marcos' new National Economic and Development Authority director-general Arsenio Balisacan said he would push for "inclusive growth" not just the continuity of infrastructure projects.
"You want to push for world-class infrastructure, but health is in crisis, education is in crisis, so we need to go back and reflect on what is really fundamental. What is development? For me, development should be shared by all, especially the poor. I would like to see that. The growth we put in place must be highly inclusive," Balisacan said.
Outgoing NEDA director-general Karl Kendrick Chua earlier said there would be 17 completed flagship projects and 77 ongoing projects "beyond shovel ready" at the end of Duterte's term.
At least 25 others have not been approved yet, Chua added.

Duterte, Marcos skip traditional car ride ahead of inauguration

Incoming President Ferdinand “Bongbong” Marcos Jr. and his predecessor Rodrigo Duterte skipped a traditional car ride that was meant to symbolize the transition of power between 2 administrations.
The car ride would have taken Duterte and Marcos from the Malacañang Palace to the National Museum, where the latter would take his oath of office at noon.
This traditionally happens after the incoming president goes to the Palace to fetch the outgoing president. It symbolizes a peaceful and harmonious turnover of leadership, according to information compiled by the ABS-CBN Investigative and Research Group.
Upon arrival at the inauguration venue, the outgoing president will receive departure honors. The national anthem will be played by the Armed Forces of the Philippines. The outgoing president will then leave the inauguration venue to signify that his administration has ended and that he is back to being a private citizen.
However, Duterte skipped this tradition. He was instead given his departure honors in Malacañang after he met with Marcos Jr.
Duterte left immediately to fly back to his hometown Davao City, sources said.
This is not the first time Duterte broke tradition: his own inauguration happened in Malacañang, instead of a different venue, after his meeting President Benigno “Noynoy” Aquino III there.
The last time an incoming president fetched their predecessor in Malacañang was when Benigno Aquino III met Gloria Macapagal Arroyo at the Palace in the morning of June 30, 2010 for a brief car ride to the Quirino Grandstand.
Like Marcos Jr. former presidents Manuel Quezon (1935), Jose P. Laurel (1943) and Manuel Roxas (1946) were also inaugurated at the National Museum, which was previously the Legislative Building.

Lacuna vows to continue Isko’s priority programs

As she takes the helm to become the first woman mayor of the City of Manila, Honey Lacuna-Pangan has assured Manilenyos that she is prepared to lead the nation’s capital.
During her inauguration on Wednesday at the Manila Cathedral, she vowed to continue all the projects and programs taken up by his predecessor, Francisco ‘Isko Moreno’ Domagoso.
“We will continue the construction of complete facilities for the health, order, peace, prosperity, and security of all the people of Manila,” she said in Filipino.
“Expect continued delivery of quality services, care for our grandparents, the disabled, single parents, students, and teachers in public schools, the police, government employees, and ordinary citizens,” she added.
Lacuna-Pangan thanked those who unceasingly supported her, most especially her father, former Manila Vice Mayor Danny Lacuna, who was present at the event.
Lacuna-Pangan said she strived and worked hard to achieve his father’s dream.
“Most of all, this is for you, promise, I will make you very proud of me. Because of you, I tried to put an end to the old saying that the Lacuna’s are only for vice mayors. Hopefully, at least for a moment, even just today, it will be clear in your mind that you now have a daughter who has become a mayor,” she said.
Lacuna-Pangan thanked Domagoso for giving her the opportunity to shine on her own, especially as a doctor, amid the Covid-19 pandemic response of the city government.
“He has prepared me well, to be able to continue the realization of all the programs we have laid out for our beloved city. Mayor Isko Moreno Domagoso, thank you very much. Rest assured, I won't let you down, don't abandon me yet, just stay on the side,” she added. (PNA)
Isko steps down with another legacy: clock tower museum

Manila Mayor Francisco ‘Isko Moreno’ Domagoso has inaugurated another legacy that he will leave to the city as he steps down from office on Thursday.
The city’s most famous landmark, the Manila City Hall clock tower, which used to be looked up to but feared by many for its horror stories, has now been converted into a museum.
Aside from unexplainable sound coming from the tower as alleged by many, the clock tower has also become a ‘mini Smokey Mountain’, as Domagoso said.
But now, as it is inaugurated, Domagoso said the city has succeeded once again in protecting one of its heritage.
“In the early time, the people of Manila will look in the tower, ito ang bantayog na tinitingala kasi makikiita nila ang orasan. Now, this is an iconic place for the city and the country, and we're happy to offer it to you today dahil sa ito’y hindi na lang orasan kundi magiging pasyalan din (this is the monument that is looked up because they could see the clock. Now this is an iconic place for the city and the country and we were happy to offer it to you today because it will be not only a clock but also a tourist attraction),” Domagoso said.
He added, “At kung gusto mong mag muni-muni, makita yung 360 degree ng (And if you want to reflect, see the 360 degrees of the) city of Manila, you can avail of that here in the clock tower of Manila City Hall”.
The hexagonal tower was built in 1941, right before World War II, is located on the northern side of the irregularly shaped building designed by Antonio Toledo, and is part of the neoclassical buildings of Manila.
It has become one of the structural casualties of the war after it was heavily damaged but surprisingly remained intact, after the bombardment during the battle and subsequent Liberation of Manila in 1945.
Domagoso said other cities in Metro Manila may be economically richer, however, “no city can get near Manila with regard to history and heritage”.
Domagoso said he wishes the clock tower will symbolize resilience and hope for all those who see it.
“Ang clock tower na ito’y maging alala na tayo’y maging matatag sa buhay na ang pagkakadapa ay magiging tanda ng karanasan sa pagkakamali sa buhay. What matters most, at the end of the day, bangon, move on, yan sana ang maging simbolo, pag kayo’y naglalalakad sa Lawton, pag nakikita ninyo ang clock tower na ito (I hope this clock tower reminds us to be resilient in life, that stumbling means more lessons in life. What matters most at the end of the day is to rise and move on. I hope this symbolizes that as you look at it everytime you pass by),” he added. (PNA)
DPWH wraps up preps for Marcos inauguration

The Department of Public Works and Highways (DPWH) on Wednesday announced the completion of its month-long preparations for Thursday's inauguration of President-elect Ferdinand “Bongbong” Marcos Jr.
“All set for tomorrow’s inauguration - after a month of planning, maintenance works, stage set-ups, cleaning and clearing operations on the National Museum, Manila City venue, the preparation of the Department of Public Works and Highways for the much-awaited inauguration of President-elect Ferdinand “Bongbong” Marcos wrap up today, June 29, 2022,” the DPWH-NCR said in a Facebook post.
It added that the preparation for the event started with a series of meetings called by Regional Director Nomer Abel Canlas as early as May 12 to plan the venue preparations, including the beautification of the vicinity for the inauguration.
The maintenance crew of the South Manila District Engineering Office under the supervision of the NCR Maintenance Division started working to organize the venue on June 3 after the ocular inspections from June 1 to 2.
It said the eight district engineering offices of the DPWH NCR also deployed their maintenance crew, equipment, and resources to help with the venue preparations.
Aside from the installation of the physical stage, it said the maintenance team has also worked to restore and embellish the areas along the National Museum of the Philippines, and roadways leading to the venue.
Other works conducted include road repair and patching; painting/repainting of curbs and sidewalks, vegetation control, and pruning of trees in the vicinity of the venue.

Bill dividing QC barangay into 3 lapses into law

A measure dividing Barangay Pasong Putik in Quezon City into three distinct and independent barangays has lapsed into law without the signature of President Rodrigo Roa Duterte.
Republic Act No. (RA) 11803 divides Barangay Pasong Putik into Barangay Pasong Putik Proper, Barangay Greater Lagro, and Barangay North Fairview.
Barangay Pasong Putik Proper is bounded on the north by Caloocan City and Quezon City boundary; on the east by Belfast Street, Caloocan City and Quezon City boundary; on the west by Kaligayahan/New Haven and Teresa Heights boundary; and on the south by Quirino Highway, Mindanao Avenue.
Barangay Greater Lagro is bounded on the north by Quirino Highway; on the east by the MWSS Reservoir; on the west by Belfast Street, Mindanao Avenue, Barangay Sta. Monica and Barangay Pasong Putik Boundary; and on the south by a creek, D.B.T. Marbay/Lagro Subdivision boundary.
Barangay North Fairview is bounded on the north by D.B.T. Marbay/Lagro Subdivision Boundary; on the east by Lagro Subdivision, Tullahan Creek; on the west by Barangay Sta. Monica and North Fairview Subdivision boundary; and on the south by Barangay Fairview and Tullahan Creek.
Under the law, the plebiscite conducted and supervised by the Commission on Elections will serve as substantial compliance with the plebiscite requirement under Section 10 of RA No. 7160 otherwise known as the Local Government Code of 1991.
Incumbent barangay officials of Barangays Pasong Putik Proper, Greater Lagro, and North Fairview will continue to hold office until such time that their successors have been duly elected and qualified.
All public infrastructure and facilities for public use existing at the time of the approval of this act will continue to be owned and administered by the barangays created under Section 1 of this act.
Barangays Pasong Putik Proper, Greater Lagro, and North Fairview will be entitled to an allotment derived from national taxes pursuant to Section 285 of RA 7160.
RA 11803, was passed by the House of Representatives on Sept. 14, 2021, amended by the Senate on Jan. 31, 2022, and which amendment was concurred in by the House on Feb. 2, 2022.
Meanwhile, another measure renaming the municipality of Rodriguez in the Province of Rizal as the Municipality of Montalban also lapsed into law on June 2.
RA No. 11812, which repeals Batas Pambansa Blg. 275, entitled “An Act Changing the Name of the Municipality of Montalban, Province of Rizal, to the Municipality of Rodriguez”, lapsed into law on June 2 without the signature of the President.
“The renaming of the Municipality of Rodriguez as Municipality of Montalban shall be effective upon ratification of the majority of votes cast by qualified voters in a plebiscite to be conducted and supervised by the Commission on Elections in the present Municipality of Rodriguez,” RA No. 11812, which repealed Batas Pambansa Blg. 275, read.
Expenses for the plebiscite will be carried by the Municipality of Rodriguez.
The law was passed by the House on March 17, 2021, amended by the Senate of the Philippines on Jan. 31, 2022, and which amendments were concurred in by the House on Feb. 2, 2022.
Several laws establishing district offices of the Land Transportation Office and central multi-species marine hatcheries also lapsed into law.

Plebiscite on law dividing Maguindanao set Sept. 17
The Commission on Elections is set to conduct a plebiscite on Sept. 17, to know the pulse of the public on the recent law dividing Maguindanao province into Maguindanao del Norte and Maguindanao del Sur.
Comelec spokesperson Rex Laudiangco said the plebiscite had been delayed due to the recent May 9 local and national elections.
Laudiangco said the plebiscite is based on Republic Act 11550, which divided Maguindanao into two provinces.
He said the people in Maguindanao need to say yes or no if they support the division of the province into two.
Based on the law, the Maguindanao del Norte are made up of the towns of Barira, Buldon, Datu Blah Sinsuat, Datu Odin Sinsuat, Kabuntalan, Matanog, Northern Kabuntalan, Parang, North Upi, Sultan Kudarat, Sultan Mastura, Talitay and Datu Odin Sinsuat which will become the seat of power of the province.
The Maguindanao del Sur on the other hand will be composed of Ampatuan, Buluan, Datu Abdulla Sangki, Datu Anggal Midtimbang, Datu Hoffer Ampatuan, Datu Montawal, Datu Paglas, Datu Piang, Datu Salibo, Datu Saudi Ampatuan, Datu Unsay, Gen. Salipada K. Pendatun, Guindulungan, Mamasapano, Mangudadatu, Pagalungan, Paglat, Pandag, Rajah Buayan, Sharif Aguak, Sharif Saydona Mustafa, Sultan sa Barongis, Talayan, South Upi, and Buluan who will become the seat of power of the province.
The law dividing Maguindanao was enacted to spur more economic development in the area.

Duterte urges incoming DOTr officials to continue improving the railway system

President Rodrigo Duterte, with only a few days left before his term ends, urged incoming Department of Transportation (DOTr) officials to continue improving the country’s railway system.
During the opening of the PNR Lucena-San Pablo Commuter Line, Duterte said that his administration championed programs that filled the gaps in the transport sector.
“Now, I urge DOTr, especially those who will be left behind, and those who will take over the mantle of leadership, to continue leading the improvement of our railway systems,” he said during his speech.
“It is my hope that you will never lose sight of this goal as the enhancement of this vital transportation connection will be the key to unlocking even better opportunities for our countrymen.”
Duterte also thanked DOTr Secretary Arthur Tugade and Philippine National Railways (PNR) officials for the opening of the PNR Lucena-San Pablo Commuter Line.
“I have no doubt that the next administration would continue to build and build. The next generation, our sons and daughters by that time would have a perfect mass transport system,” he said.
The President said that it will make places more accessible and easier to manage with an effective mass transport system.
He added that the system could also boost the tourism sector given the attractions and landmarks stationed near the railway terminals.
Duterte said the new railroad would shorten the travel time between San Pablo, Laguna, and Lucena, Quezon from 1 hour to 30 mins.
He added that this was a vital step towards restoring the PNR's Bicol Express that will connect Metro Manila to the provinces in Southern Luzon and the Bicol Region.
“Indeed, this project is proof of our commitment to enhancing mobility and connectivity across the archipelago by improving our routes and bringing convenience to our fellow Filipinos,” Duterte explained.
The President was thankful for the trust given him for the betterment of services and the nation.
“As my term in office comes to a conclusion, I am thankful that I spent my last days as president witnessing events like this and realizing that even amid challenges around us we will leave a legacy that brought meaningful and lasting changes to the lives that we have touched,” he said. — DVM, GMA News

Comelec: Maguindanao plebiscite scheduled on Sept. 17

The Commission on Elections (Comelec) said that a plebiscite to decide whether to divide Maguindanao into two provinces will be conducted on Sept. 17.
This was stated in the poll body’s Resolution No. 10797 that was promulgated last June 22.
“Now, therefore, the Commission on Elections hereby sets the date of the plebiscite to ratify the division of the Province of Maguindanao into two provinces namely Maguindanao del Norte and Maguindanao del Sur, on Sept. 17, 2022,” the Comelec said.
It was noted in the resolution that the casting of votes on Plebiscite day will be from 7 a.m. to 3 p.m.
The Municipal and Provincial Board of Canvassers are set to convene and canvass the votes around 6 p.m. during that same day.
The Plebiscite period will be from Aug. 16 to Sept. 24, the Comelec said.
During this period, the Comelec said it is prohibited to carry firearms or other deadly weapons in public places. Also, “organization or maintenance of reaction forces, strike forces, or similar forces,” is also not allowed.
Moreover, it is prohibited to suspend local elective officials and the “transfer or detail of officers and employees in the civil service,” the Comelec said.
On May 27, 2021, President Duterte signed into law a measure (Republic Act 11550) that divides Maguindanao into two provinces.
However, the division “shall be created…upon approval by the majority of the votes cast by the voters of the affected areas in a plebiscite to be conducted and supervised by the Commission on Elections,” the law states.

BBM names DOTr Secretary-designate, other key post nominees
President-elect Ferdinand 'Bongbong' Marcos, Jr. on Thursday named veteran airline executive Jaime "Jimmy" Bautista as Secretary-designate of the Department of Transportation (DOTr) along with other key nominees in his administration's transportation cluster.
Bautista, a Certified Public Accountant, worked at the country's flagship Philippine Airlines (PAL) for 25 years and was its President for a combined 13 years before retiring for the second time in 2019.
Bautista rose through the ranks of PAL, eventually becoming Vice President for Finance from 1993 to 1994, Chief Finance Officer from 1994 to 1999, Executive Vice President from 1999 to 2004, and President from 2004 to 2012, and from 2014 until 2019.
Marcos also named former Light Rail Transit Authority (LRTA) Deputy Administrator Cesar Chavez as Undersecretary-designate for Rails of the DOTr.
Chavez, who President Rodrigo Duterte appointed to the same post in 2017, was instrumental in securing the National Economic Development Authority Board's approval for the Metro Manila Subway, Philippine National Railway (PNR) Manila to Calamba, PNR Manila to Bicol, and the Tagum-Davao-Digos Mindanao rail projects.
Chavez is also credited for overseeing the interconnection of the LRT Line 1 in Monumento to MRT 3 in North Edsa, ensuring seamless travel for the passengers.
Before working in the transport sector, Chavez was Assistant General Manager for Planning of the Metro Manila Development Authority, Chairperson of the National Youth Commission (NYC), and youth sector Representative in the 9th Congress.
Meanwhile, veteran journalist and lawyer Atty. Cheloy E. Garafil, was nominated by Marcos as Chairperson-designate of the Land Transportation Franchising and Regulatory Board (LTFRB).
Garafil, currently a Service Director at the Committee on Rules of the House of Representatives, was a Prosecutor for the Department of Justice (DOJ) and State Solicitor for the Office of the Solicitor General (OSG).
She worked as a media practitioner for over a decade in various media organizations such as the Philippine Daily Globe, Central News Agency, Associated Press, and Malaya.
Garafil also holds a Master's degree in National Security Administration from the National Defense College and is a Philippine Air Force reservist with the rank of Lieutenant-Colonel.
Rounding up President-elect Marcos' nominees for his transport cluster is Christopher "Chet" Pastrana, who will be General Manager-designate of the Philippine Ports Authority (PPA).
Pastrana, a successful businessman in the transportation field, brings with him decades of experience in various aspects of aviation, logistics, and public maritime transport.
A graduate of Bachelor of Science in Agricultural Business from the University of the Philippines, Los Baños, in 1987, Pastrana is currently the President and CEO of CAPP Industries, a supply and logistics conglomerate.
Pastrana is also the Chairman of Archipelago Philippines Ferries Corp. (APFC), which operates FastCat ferries, the sector's most recognizable and well-respected transport provider.
NGCP cancels yellow alert on Luzon Grid
The National Grid Corporation of the Philippines (NGCP) has canceled the yellow alert status on the Luzon Grid scheduled on Thursday afternoon, as demand was weaker than anticipated.
In an advisory, the NGCP said the yellow alert would not be implemented “due to low actual system demand” as of 12:25 p.m. It did not elaborate.
The NGCP earlier announced that the yellow alert status would take place from 1 p.m. to 3 p.m. on Thursday, due to the unplanned unavailable energy as several plants were placed on forced outage.
A yellow alert status indicates that the grid has thin reserves based on the difference between supply and demand, with total unplanned unavailable energy of 1,592 megawatts earlier on Thursday.
This comes amid the forced outage of the QPPL, SLPGC 1, SLPG 3, SLPG 4, GMEC 1, GMEC 2, and Calaca 2.

Luzon power grid again under yellow alert
The Luzon power grid was again placed under yellow alert yesterday and for a longer period after another plant shut down.
The yellow alert lasted three hours from 1 p.m. to 4 p.m., according to grid operator National Grid Corp. of the Philippines (NGCP).
The net operating margin was at 412 megawatts with a lower supply at 12,251 MW and an estimated demand reaching 11,385 MW, the NGCP said.
Adding to the list of power plants that went on forced outages was the 460-MW coal plant of the Quezon Power Philippines Limited Co.
The other plants were the 150-MW Unit 1 and 50-MW Units 3 and 4 of the Southwest Luzon Power Generation Corp., the 316-MW Units 1 and 2 of the GNPower Mariveles Energy Center Ltd. Co. and the 300-MW Unit 2 of the SEM-CalacaPower Corp.
Due to plant shutdown, the total unplanned unavailable energy of the Luzon power grid reached 1,592 MW.
Earlier, the Institute of Climate and Sustainable Cities (ICSC) – a climate and energy policy group based in Manila – said the power grid would continue to have tight supply.
This may lead to power interruptions if coal plants are unreliable and non-compliant with outage schedules, the ICSC said.
The NGCP earlier warned that a red alert is likely, which could lead to rotating power interruptions in Luzon during summer.

Weekend red alert caused by “underbuilt” lines – NGCP
“Underbuilt” lines from the Peninsula Electric Cooperative, Inc. (PENELCO) caused the grid disturbance last Saturday, resulting National Grid Corporation of the Philippines (NGCP) to declare red and yellow alerts.
“These underbuilt distribution lines are constructed underneath NGCP’s transmission lines and are within the grid operator’s right of way,” NGCP said in a statement. The lines breached the safety clearance along the 230 kilovolt (kV) Hermosa-BCCP line causing the transmission outage.
The grid operator has requested PENELCO to remove the underbuilt lines.
“We are also doing necessary coordination with PENELCO to remove the underbuilt lines within the transmission corridor. We appeal to other electric cooperatives to check their facilities and take the needed action to prevent similar incidents,” NGCP said.
The red alert raised over Luzon Grid caused power interruptions on Saturday afternoon affecting 1.6 million consumers within the Manila Electric Co. (MERALCO) franchise area.
The alert was lifted on Saturday at 5:30 PM, but a yellow alert followed suit until 10:19 PM “to allow affected generating plants to ramp back up,” NGCP explained.
The NGCP also declared a yellow alert on the Luzon Grid on Monday, June 20 after several power plants went ton forced outages. Available capacity in the grid was around 12,351 megawatts (MW) while the demand was at 11,456 MW.
The power plants that went on forced outage include the 150 MW Unit 1 of the Southwest Luzon Power Generation Corporation (SLPGC) plant, the 50 MW SLPGC Units 3 and 4, the 300 MW Unit 2 Sem-Calaca Power Corporation, and two generating units of the Mariveles coal plant totaling 632 MW.
The yellow alert was lifted at 2:49 PM following receding system demand.

Yellow alert raised on Luzon power grid
Several power plants went on forced outages yesterday, leaving the Luzon grid with a tight supply for a few hours.
In an advisory, operator National Grid Corp. of the Philippines (NGCP) said it raised the yellow alert status on the Luzon grid starting at 1 p.m. until 2:49 p.m.
A yellow alert means there are not enough reserves to cover the largest running generating unit at the time, but does not necessarily lead to power outages.
The NGCP said the grid had only 533 megawatts of net operating margin, with supply at 12,451 MW and estimated demand reaching 11,456 MW.
It said the Luzon grid lost 1,132 MW due to the forced outages of the 150-MW Unit 1 and 50-MW Units 3 and 4 of the Southwest Luzon Power Generation Corp., 316-MW Units 1 and 2 of the GNPower Mariveles Energy Center Ltd. Co. and the 300-MW Unit 2 of the SEM-Calaca Power Corp.
Weekend outages due to right-of-way issue
Meanwhile, the NGCP has asked the Peninsula Electric Cooperative Inc. (Penelco) to remove the “underbuilt” lines that caused transmission outages on June 18.
The grid operator said the outages were caused by Penelco’s underbuilt lines – or distribution lines constructed underneath the transmission lines of the NGCP and are within its right-of-way.
The underbuilt lines breached the safety clearance along NGCP’s Hermosa-Bataan Combined Cycle Power Plant (BCCPP) 230 kiloVolt (kV) lines, causing the outage, it said.
When the system detected the disturbance at 1:53 p.m. on Saturday, the protection system of the NGCP was automatically activated to isolate the affected Hermosa-BCCPP 230 kV lines 1 and 2.
The lines were restored at 2:35 p.m. and 2:44 p.m., respectively.
The NGCP placed the Luzon grid on yellow and red alert following the incident as it caused multiple plant outages.
The red alert status was lifted at 5:30 p.m., while the yellow alert lasted until 10:19 p.m. to allow the affected generating plants to ramp back up.
As of yesterday afternoon, 596 MW from the 1,997 MW actual load of power plants that tripped remained unavailable.
Following the grid disturbance, the NGCP assured the public that necessary measures were undertaken to prevent such incidents from compromising the entire grid.

Luzon grid placed under red alert causing power outages
The country’s grid operator, National Grid Corp. of the Philippines (NGCP), raised a red alert in Luzon on Saturday due to insufficient power supply, which briefly affected electricity services to over 1 million customers in Metro Manila and adjacent provinces, the Department of Energy (DOE) said.
NGCP lifted the red alert at 5:30 p.m., shifting to yellow alert, which lasted until 11 p.m. on Saturday.
Red alert is raised when the power supply is insufficient, which may lead to outages. On the other hand, a yellow alert means it may or may not lead to rotational brownouts.
Saturday’s red alert resulted in power interruptions in parts of the areas covered by Manila Electric Co. (Meralco) and other power distributors in Luzon.
Meralco reported an automatic load dropping (ALD) occurred at 1:53 p.m. on Saturday. ALD, as explained by the power distributor, means cutting off electricity at certain areas due to very low supply.
“This was due to the decrease of an approximate 1,200 MW (megawatts) in Meralco’s load affecting around 1.6 million customers in portions of Caloocan, Valenzuela, Malabon, Manila, Makati, Muntinlupa, Las Piñas and Navotas in Metro Manila; as well as parts of Bulacan, Rizal, Laguna, Batangas and Cavite,” it added.
Tripping of power plants
The brief power interruption, according to the DOE, was due to the tripping of Hermosa-Limay 230kV Lines 1 and 2, disconnecting two Bataan power plants from the Luzon grid.
The energy department instructed the NGCP to immediately resolve the transmission line issues, submit to them the list of affected customers that experienced power interruption and explain the details of the incident.
“The DOE has also initiated its coordination with the Energy Regulatory Commission in addressing this matter,” it added.

Parts of Luzon hit by power outage
Parts of Luzon experienced power outage yesterday after a transmission line tripped and isolated major power plants in Bataan.
The Department of Energy (DOE) said the National Grid Corp. of the Philippines (NGCP) raised the red and yellow alerts on the Luzon grid due to generation deficiency.
The red alert was implemented from 3 p.m. to 4 p.m. and from 7 p.m. to 10 p.m. The yellow alert was raised from 5 p.m. to 6 p.m. and 11 p.m.
A yellow alert means power reserves were not enough to cover the largest running generating unit at the time, but does not necessarily lead to power outages.
A red alert means there is severe power deficiency and can lead to rotational power interruptions.
The DOE said the red alert triggered the power interruption in the franchise areas of Manila Electric Co. (Meralco) and other distribution utilities in Luzon.
Meralco said an automatic load dropping occurred at 1:53 p.m. Power was restored at around 2:11 p.m.

NGCP: Luzon grid under yellow alert after 'grid disturbance'
The National Grid Corporation of the Philippines (NGCP) placed the Luzon grid under yellow alert on Saturday following a "grid disturbance" that led to power interruption in several areas.
The Department of Energy earlier in the day urged the NGCP to address the power line tripping of Hermosa-BCCP 230kV line 1 and line 2, "isolating the Bataan Plants" that resulted in the automatic load dropping (ALD) at the Meralco and NGCP feeders around 2 p.m.
This also prompted the firm to declare a red alert status for the Luzon grid during that time due to "generation deficiency." This has since been lifted.
"As of 5:30 p.m., red alert has been lifted by NGCP for the Luzon grid," the NGCP said in a statement.
"The lines were subsequently restored at 2:35PM and 2:44PM, respectively. We are currently determining the root cause for the said outage," it added.
The Luzon grid will be under yellow alert from 6 p.m. to 11 p.m.
